About the position

The Washington Department of Fish and Wildlife is seeking three full-time, permanent Civil/Environmental Engineers for the positions of Environmental Engineer 2 and Environmental Engineer 3. These roles are part of the Capital and Asset Management Program (CAMP) based in Olympia, Washington. The selected candidates will combine their engineering expertise with a commitment to environmental conservation, focusing on the development of hydraulic structures that benefit both communities and wildlife. The positions involve providing environmental engineering duties for the restoration of existing facilities and new construction, including projects related to fish supplementation, water distribution, fish passage, wildlife viewing, and marine and inland recreational water access. In this dynamic role, the engineers will be responsible for reviewing and evaluating proposals or existing environmental permits and permit applications. They will provide administrative support for projects by collecting data, documenting project progress, and training staff. Depending on the level of the position, the engineers will review and/or approve detailed engineering plans and specifications, site plans, engineering reports, and oversee the operation and maintenance of environmental systems. The recruitment is open until August 21, 2024, and applications are reviewed on an ongoing basis, with the possibility of closing the recruitment at any time. The work environment is a mix of office and fieldwork, with approximately 70% of duties performed in an office setting and 30% in the field. Fieldwork may include inspections of hatcheries, fish ladders, and wildlife areas, requiring travel for about 30% of the time. The engineers will be expected to work Monday through Friday, typically from 8:00 A.M. to 5:00 P.M., with additional hours anticipated during the construction season. The positions offer a competitive salary range based on qualifications, with the Environmental Engineer 2 earning between $5,783 and $7,779 monthly, and the Environmental Engineer 3 earning between $6,705 and $9,021 monthly.

Responsibilities

  • Design or manage engineering projects, including preparing preliminary engineering designs, cost estimates, feasibility studies, and final engineering designs.
  • Review and/or approve detailed engineering plans and specifications, site plans, engineering reports, and the operation and maintenance of environmental systems.
  • Develop project scopes of work and monitor project schedules.
  • Work with and manage construction crews.
  • Prepare, review, and negotiate environmental permits, regulatory orders, and environmental plans for assigned programs.
  • Administer public works contracts and architects/engineers contracts for the design of capital construction projects.
  • Develop and monitor project budgets and assist in budget implementation.

Requirements

  • An Engineer-In-Training Certificate OR a Bachelor's degree in sanitary, civil, geotechnical, water resource, environmental engineering, or a related field.
  • For Environmental Engineer 2: Two years of environmental engineering experience OR a Master's degree with one year of experience.
  • For Environmental Engineer 3: Registration as a Professional Engineer in Washington or equivalent, and three years of environmental engineering experience OR a Master's degree with two years of experience.
  • Valid Driver's License.

Nice-to-haves

  • Valid Washington State Professional Engineering license (preferred for EE2 class).
  • Bachelor's degree or higher in an engineering field.
  • On-the-job training in a diverse work setting for at least five years.
  • Knowledge of public works contracting laws and regulations.
