About the position

Skelly and Loy, Inc., A Terracon Company, is seeking a Civil Field Engineer at the entry level in Harrisburg, PA. This position is ideal for individuals who are passionate about design and enjoy seeing their ideas come to life. As a Civil Field Engineer, you will engage in various responsibilities that include designing and analyzing using hydrology and hydraulics modeling software, designing stormwater management systems, and performing engineering analyses and calculations. You will also be involved in inspecting construction projects and processing necessary permits such as NPDES and Wetland and Waterway Permits. Additionally, you will work on Acid Mine Drainage (AMD) remediation and Abandon Mine Land (AML) reclamation projects. In this role, you will be expected to follow safety rules and guidelines for all projects, participate in pre-task planning, and report any safety issues to management. Maintaining quality standards on all projects is essential, as is performing design and construction engineering tasks. You will complete site investigations, data collection, and evaluations of existing facilities and infrastructure. Your responsibilities will also include conducting feasibility studies, completing design calculations, and developing detailed design drawings and technical specifications. You will assist with permit applications and design reports, support project bid document preparation, and provide construction phase services, including managing project schedules and costs. Communication with clients, vendors, and contractors will be a key part of your role, as will attending meetings and conferences for professional development and company marketing.

Responsibilities

  • Design and analyze using hydrology and hydraulics (H&H) modeling software.
  • Design stormwater management systems.
  • Perform engineering analyses and calculations.
  • Inspect construction projects.

  • Assist with completing permit applications and design reports for various review agencies.
  • Support project bid document preparation and attend pre-bid meetings.
  • Provide construction phase services, including project schedule and cost management.
  • Conduct construction inspections and prepare inspection reports.
  • Correspond with clients, vendors, contractors, and review agencies as needed.
  • Attend meetings with clients and review agencies for project support.
  • Assist with the preparation of project proposals and budgets.
  • Attend conferences, seminars, and other events for professional development.

Requirements

  • Bachelor's degree in Engineering.
  • Valid driver's license with acceptable violation history.
  • 0-2 years of experience in Civil Engineering design with engineering consulting firm or related internship experience.
  • Engineer-in-Training (EIT) certification.

Nice-to-haves

  • Familiarity with Pennsylvania Department of Environmental Protection (PA DEP) permitting and Pennsylvania Department of Transportation (PennDOT) design requirements.
  • Familiarity with stormwater design requirements and erosion and sediment pollution control design and permitting.
  • Working familiarity with AutoCAD software.
  • Proficient with Microsoft Office Suite.
  • Experience or openness to learn design-related software as required by project needs (i.e. SWMM, HEC-HMS, WaterCAD, HydroCAD, etc.).
  • Team-oriented with strong written and verbal communication skills.
  • Excellent time management skills with the ability to multitask.
  • Detail-oriented with a commitment to providing high-quality engineering services.
