Colliers Engineering & Design is seeking a Senior Project Engineer who will leverage their leadership and engineering skills to perform design tasks and manage support staff effectively. The role primarily involves grading and drainage designs associated with various development projects in Pennsylvania. The successful candidate will work within AutoCAD, collaborating with staff engineers to ensure projects are completed successfully within established budgets, deadlines, and agency regulations. The Senior Project Engineer will be responsible for reviewing municipal zoning and land development ordinances, as well as applicable agency regulations, to determine land development limitations for properties. Site investigations and due diligence will be a critical part of the role, which includes reviewing ordinances, researching utility services, and conducting site visits to establish comprehensive development guidelines. The preparation of concept drawings based on client development objectives and the conclusions of due diligence will also be required, involving coordination with AutoCAD draftsmen. In this leadership role, the engineer will oversee the review and design of Stormwater Management and Stormwater Conveyance Systems, utilizing AutoCAD Civil 3D and hydrology design software. Key skills will include preparation of pipe sizing calculations for stormwater conveyance systems, surface runoff coefficients, invert, slope, velocity, and hydraulic grade line evaluations using the Rational Method and Manning's Equation. A thorough knowledge of stormwater management design regulations, including those from the County, SCD, and governing municipalities in Pennsylvania, is essential. The engineer will also be responsible for grading design to ensure value engineering through earthwork analysis and site safety through appropriate design slopes, as well as subdivision and site plan design and layout.

Responsibilities

  • Review municipal zoning and land development ordinances and applicable agency regulations to determine land development limitations for properties.
  • Conduct site investigations and due diligence, including reviewing ordinances, utility service research, and site visits to establish comprehensive development guidelines.
  • Prepare concept drawings based on client development objectives and conclusions of due diligence, coordinating with AutoCAD draftsmen.
  • Lead the review and design of Stormwater Management and Stormwater Conveyance Systems using AutoCAD Civil 3D and hydrology design software.
  • Prepare pipe sizing calculations for stormwater conveyance systems, including drainage area maps.
  • Evaluate surface runoff coefficients, invert, slope, velocity, and hydraulic grade line using the Rational Method and Manning's Equation.
  • Ensure compliance with stormwater management design regulations from County, SCD, and governing municipalities in Pennsylvania.
  • Conduct grading design to achieve value engineering through earthwork analysis and ensure site safety with appropriate design slopes.
  • Design utility systems including stormwater conveyance, sanitary sewer service, pump station design, and other utilities, resolving vertical and horizontal utility conflicts.
  • Design soil erosion and sediment control measures, including stability calculations and Best Management Practices.
  • Prepare construction cost estimates based on site plan drawings for bonding and client purposes.
  • Work independently and lead other engineers in a team environment.

Requirements

  • Bachelor's Degree in Civil Engineering.
  • 6+ years of residential and/or commercial civil land development work experience.
  • Professional Engineer (PE) license preferred.
  • Knowledge of local municipal, county, and state land use, planning, and zoning processes and regulations in Pennsylvania.
  • Excellent verbal and written communication skills.
  • Proficiency in technical skills related to stormwater management, hydraulics, hydrological analysis, grading, and site development designs.
  • Demonstrated skills in Civil 3D with the ability to design site layouts from concept through completion.
  • Self-starter with the ability to work independently and collaboratively with team members.
  • Ability to read, write, and understand English for job-related communications.
