About the position

The Civil Underground Foreman at Harper Brothers Construction will oversee large-scale civil projects, including site work, utilities, earthwork, and grading, ensuring compliance with TXDOT and local specifications. This role requires a strong understanding of project plans and OSHA regulations, as well as the ability to manage a crew of 2 to 5 employees to meet daily safety and production goals. The foreman will collaborate with the Superintendent and other team members to assist in daily production activities and take on supervisory responsibilities.

Responsibilities

• Coordinate and supervise the daily activities of a crew consisting of 2 to 4 personnel focused on grading or utilities.
• Operate heavy equipment for excavation, grading, and site preparation.
• Collaborate closely with contractors and subcontractors.
• Conduct regular inspections of the work site to identify potential hazards or safety issues.
• Ensure crew safety by maintaining a compliant and secure work environment as per the company safety program.
• Analyze job cost reports to keep production within budget.
• Review and approve employee time records and track equipment usage and production metrics.
• Coordinate and document material deliveries.
• Directly supervise field personnel, providing guidance in all aspects of production.
• Conduct daily safety and job site meetings with field personnel and subcontractors.
• Collaborate with the Project Manager, Superintendent, and other team members to coordinate production activities and schedules.
• Oversee work execution to ensure field personnel are scheduled appropriately and complete tasks within contractual obligations.
• Review and inspect completed work, meeting with the Superintendent, Production Manager, and/or Project Consultant to address any concerns.

Requirements

• High school diploma or GED preferred.
• 3-5 years of experience as a foreman in underground utilities or in water/wastewater plant work across municipal, industrial, or commercial sites.
• Proven knowledge of project plans, specifications, heavy equipment operations, and OSHA safety regulations.
• At least two (2) years of supervisory experience.
• Proficiency in iPad skills and the ability to perform administrative tasks.
• B2W Software experience.
