About the position

The Classification and Compensation Analyst (Human Resources Analyst I) position is a full-time, limited duration role under the Bureau of Human Resources. This position is designed to provide direct support and guidance to management staff on various projects related to market surveys, classification analysis, position descriptions, organizational design, compensation structures, and pay equity reviews. The successful candidate will work closely with the Classification, Compensation, and Pay Equity manager, utilizing human resources best practices to support the City’s core values and ensure compliance with applicable employment laws and collective bargaining agreements. The role requires a proactive approach, independence, creativity, and sound professional judgment in problem-solving. As part of the Bureau of Human Resources (BHR) Classification, Compensation, and Pay Equity team, the analyst will conduct research to identify appropriate job matches for various positions, support staff with routine requests and special projects, and utilize software tools to compile and analyze data for classification, compensation, and pay equity analysis. Effective communication is essential, as the analyst will need to exchange information and deliver high-quality customer service to both internal and external stakeholders. The position is hybrid, requiring in-person work at The Portland Building, with remote work permitted within Oregon or Washington. The work schedule is Monday to Friday, from 8 AM to 5 PM, with the possibility of an alternate schedule. This role is limited to a term that shall not exceed June 30, 2025, unless extended due to grants or funding from outside sources.

Responsibilities

  • Conduct market research to identify appropriate job matches for classifications and related compensation for executive, management, and non-management positions.
  • Perform classification and pay equity experience reviews to ensure compliance with the Oregon Equal Pay Act and Fair Labor Standards Act.
  • Exchange information with City staff and external organizations to manage classification, compensation, and pay equity requests.
  • Provide direct support and guidance to management staff with projects related to market surveys, classification specifications, job matches, position descriptions, organizational design, and pay equity experience reviews.
  • Use approved software to create, manage, and retain spreadsheets, forms, templates, databases, presentations, reports, and other internal data sources.

Requirements

  • Knowledge of principles and practices of an area of HR specialization, such as classification and compensation, employee benefits, or recruitment.
  • Experience applying research methods and data analysis techniques.
  • Ability to exercise independent judgment and initiative within established guidelines.
  • Ability to exercise discretion and confidentially handle information, records, and issues.
  • Ability to utilize enterprise technology (such as SAP or other HRIS systems) and general office software, including Microsoft 365 applications.
  • Ability to communicate clearly, logically, and persuasively, both verbally and in writing.

Nice-to-haves

  • Coursework from an accredited college or university with major course work in HR management, business or public administration, or related field.
  • Experience working for a public agency providing HR services in the area of classification and compensation.
