The Classification and Compensation Analyst position at the Nebraska Department of Health and Human Services (DHHS) is a vital role within the Human Resources team, focusing on the intricate aspects of pay structures and employee classifications. The successful candidate will engage in a variety of tasks that include composing, researching, analyzing, and completing requests for the creation of new positions and the reclassification of existing roles. This involves working closely with the Total Rewards Manager to lead reorganizations throughout the agency, ensuring that all changes align with state-wide classification specifications and agency-specific job descriptions. In this role, the analyst will initiate and conduct position reviews aimed at promoting workforce efficiency, making accurate recommendations in accordance with the State's Classified System. The analyst will also play a key role in overseeing DHHS position control, maintenance, and vacancy tracking, ensuring prompt and accurate communication with DHHS leadership. Responsibilities include preparing detailed notifications of classification decisions, reviewing compensation and FLSA designations, and assisting with agency-wide projects related to classification and compensation. The analyst will be responsible for reviewing existing job classifications, preparing job descriptions, and ensuring compliance with established compensation standards. This includes collecting market data, preparing classification and compensation proposals, and generating budget impact reports. The role requires a commitment to confidentiality, professionalism, and dependability, as well as the ability to interpret personnel rules, regulations, and employment laws effectively. Responsibilities

  • Compose, research, analyze, and complete requests to create new positions and reclassifications of existing positions.
  • Assist the Total Rewards Manager with leading reorganizations throughout the Agency.
  • Determine necessary revisions to State-wide classification specifications and Agency specific job descriptions.
  • Initiate and conduct position reviews to promote Agency workforce efficiency.
  • Make accurate and appropriate recommendations and determinations in accordance with the State's Classified System.
  • Operate as a key partner in oversight of DHHS position control, maintenance, and vacancy tracking.
  • Prepare timely, detailed, and error-free notifications of classification decisions to all related parties.
  • Review and determine correct compensation and FLSA (overtime) designation.
  • Assist the Total Rewards Manager with leading Agency-wide related projects.
  • Review existing job classifications by preparing job descriptions.
  • Review current and proposed compensation for adherence to set standards.
  • Prepare justification and related correspondence for processing requests for in-grade salary adjustments and increased hiring rates.
  • Collect market/related data, prepare classification and/or compensation proposals, and budget impact reports.
  • Accurately and timely, electronically capture and file classification and compensation records.
  • Provide correct and consistent interpretation on the Classified System Personnel Rules and Regulations, Union contracts, employment laws, policy, Agency practice, etc.

Requirements

  • Bachelor's degree in a related field.
  • 1 year of experience in a relevant role, with the possibility of substituting experience for education on a year-for-year basis.
  • Proficiency in Microsoft Office suite, including Excel, Outlook, and Word.

Nice-to-haves

  • Past working experience with classification and/or compensation systems of at least 2 years.
  • Direct involvement of at least 1 year with conducting compensation studies and creating business plans and/or pay lines.
  • Experience in reviewing and researching while consistently providing professional support.
  • Preparation and remittance of accurate, confidential communications.
