The Classification and Compensation Analyst position at the Department of Licensing (DOL) in Olympia, WA, is a full-time role dedicated to enhancing the agency's classification and compensation processes. The DOL is a vital state agency that interacts with over 6 million residents and generates significant revenue through its services. This role is crucial in ensuring that the agency's workforce is effectively classified and compensated, which directly impacts the quality of service provided to the public. The successful candidate will be a detail-oriented critical thinker capable of independently analyzing position descriptions, reviewing class package proposals, and presenting findings and recommendations to leadership at all levels. In this role, you will lead agency-wide classification and compensation projects, conduct classification updates, and manage class package proposals. Your daily tasks will involve analyzing, proposing, and reviewing position descriptions, as well as providing position and classification determinations, allocations, and recommendations. A key aspect of this position is the ability to present complex data and research in an understandable manner, facilitating meetings, presentations, workshops, and training sessions related to classification and compensation. You will also interpret and explain applicable state and federal employment laws, civil service rules, collective bargaining agreements, and agency policies and procedures. Additionally, you will review and make decisions on employee-initiated Position Review Requests (PRR) and conduct desk audits as necessary. As the agency's Information Technology Professional Structure (ITPS) Coordinator, you will lead the review of positions within the ITPS framework. Depending on qualifications, this position may also be offered as an in-training opportunity, allowing for career progression within the agency.

Responsibilities

  • Lead agency-wide classification and compensation projects.
  • Analyze, propose, and draft classifications for review.
  • Review and make decisions on employee-initiated Position Review Requests (PRR).
  • Conduct desk audits as needed.
  • Serve as the agency's Information Technology Professional Structure (ITPS) Coordinator.
  • Facilitate meetings, presentations, workshops, and training sessions related to classification and compensation.
  • Provide interpretation and explanation of applicable state and federal employment laws, civil service rules, and agency policies.

Requirements

  • Four (4) years of classification and compensation, position allocation, salary administration or related experience.
  • Three (3) years of experience using Microsoft Products including Word, Access, Excel, Outlook, and PowerPoint.
  • Two (2) years of experience with professional level correspondence and work with templates to create accurate and legally sufficient documents.
  • Ability to independently assess situations and analyze information to determine logical and accurate courses of action.
  • Strong emotional intelligence to motivate and influence others without direct authority.
  • Experience leading projects, creating project plans, and managing timelines and deliverables.

Nice-to-haves

  • Three (3) years of experience interpreting complex Washington State Civil Service laws, rules, policies, and Collective Bargaining Agreements.
  • Knowledge or experience with Human Resource Management System (HRMS).
  • Demonstrated ability to effectively prioritize tasks in the presence of competing demands.
  • Experience with WA State Classification System.
  • Working knowledge related to Fair Labor Standard Act (FLSA).
