About the position

The Classification & Compensation Analyst position at the North Carolina Department of Health and Human Services (DHHS) is a hybrid role that serves the Central Human Resources Office, specifically within the Classification and Compensation Section. This position acts as a Team Lead for the Salary Administration Team, overseeing salary administration processes and ensuring compliance with relevant policies and statutes. The role is crucial for optimizing the Department's ability to recruit and retain employees across various occupational areas, including healthcare and education.

Responsibilities

  • Review hiring packets to ensure compliance with merit-based hiring practices and § 115C statute.
  • Review salary recommendations to ensure compliance with NC OSHR salary administration policies, § 115C statute, and NC DPI Licensure.
  • Interpret and apply personnel and departmental policies to address issues regarding hiring packages and actions.
  • Provide guidance and support to Salary Administrators related to payroll system processes and issues.
  • Apply and interpret salary administration policies in researching and analyzing salary data.
  • Interpret educator licenses to apply proper salary placement.
  • Serve as a resource for salary exceptions and in evaluating unusual qualifications.
  • Consult with management on salary-related matters.
  • Provide training to agency HR staff on DHHS Classification & Compensation programs, salary administration, NC OSC Integrated Payroll transactions, and BOBJ reporting.
  • Conduct quality reviews of salary administration activities.
  • Apply relevant federal/state rules and regulations during salary determination.
  • Monitor employment trends and conduct analysis of wage, organizational management, and personnel administration for quality control.

Requirements

  • Bachelor's degree in Human Resources or related field from an appropriately accredited institution; OR High school diploma or GED with 3 years of progressive experience in Human Resources; OR equivalent combination of education and experience.
  • Demonstrated knowledge of the principles and practices of job evaluation and compensation data.
  • Demonstrated experience in implementing, communicating, and administering NC OSHR salary policies and procedures.
  • Demonstrated ability to work collaboratively and build working relationships with stakeholders and customers.
  • Proven ability to communicate effectively verbally and negotiate resolutions to difficult situations.

Nice-to-haves

  • Knowledge of the NC OSC Integrated Payroll System OM and PA modules and BOBJ Reporting.
  • Knowledge of NC OSHR Merit Based Recruitment guidelines.
  • Knowledge of administering salary decisions for licensed educators (§ 115C) and NC DPI Licensure requirements.
