About the position

SAIC is seeking a proven Senior Cloud Program Manager to join the Enterprise Cloud Management Agency (ECMA) Cloud Enterprise Technology Services (CETS) program. This role presents an exciting opportunity to evaluate and potentially re-invent how the Army delivers IT services, leveraging data and analytics to meet mission requirements. The CETS program provides Information Technology services and technical subject matter expertise (SME) for the Army ECMA, supporting the overall strategy and migration to the cARMY environment up to Department of Defense (DoD) Impact Level (IL) 6. As a Senior Cloud Program Manager, you will play a crucial role in delivering support to the warfighting mission through cutting-edge cloud application migration and business process refinement for the US Army. This position is contingent upon contract award, which is expected in February 2025. This is a hybrid position; however, candidates must be able to be on-site at Fort Belvoir when needed, so being local to the Fort Belvoir, VA area is essential. Relocation assistance may be provided. You will be responsible for the successful delivery of a program to a customer or managing the performance of a task or project as part of a larger program under the direction of another PM. Your responsibilities will include managing and integrating activities in accordance with contract requirements, ensuring technical, schedule, cost, and financial performance. You will define or contribute to the program baseline and execute the program to comply with baseline requirements, manage risk, customer relationships, and program staffing, and ensure compliance with quality standards while escalating challenges to SAIC leadership. Additionally, you will support business development and program staff management. In terms of program execution, you will identify key resources required to manage and execute the program baseline, often requiring frequent, real-time changes to meet dynamic program needs. You will be responsible for overall execution and delivery as the sole PM on a Category 2 program with domestic or international funding, managing and integrating a large program staff that includes subcontractors or suppliers and task or project leads. You will provide guidance and direction to the internal cross-functional team and develop program-specific processes, procedures, techniques, or tools. This role requires a systems engineering or detailed technical approach involving trade studies, risk mitigation, or complex scheduling. As the primary interface for all program aspects and issues, you will assess objectives, impacts, relationships, synergy, and other program elements of similar or related programs. You will possess mature leadership and management skills, providing advice and assistance to other PMs, and will be responsible for personnel management of program staff, including performance reviews, compensation-related actions, and staffing and hiring decisions. You will also develop or significantly contribute to a strategic business development plan to expand current account offerings and identify potential buying agents for growth beyond the current account and future related accounts.

Responsibilities

Requirements

  • Bachelor's Degree in any field.
  • Ten years managerial experience on US Army or DoD programs and projects that provided expert software O&M of Army enterprise systems.
  • Five years of experience providing program or project management of Government IT programs/systems and providing support to business objectives.
  • Three years within the past five years of experience in managing complex systems.
  • Three years within the past five years of experience defining organizational project cloud migration objectives and requirements that map to enterprise cloud vision and/or initiatives.
  • Three years within the past five years of experience managing enterprise IT projects in an operational, multi-tenant environment on commercial cloud service providers (AWS or Microsoft Azure).
  • Project Management Professional (PMP) certification is required.
  • Must have a Secret clearance.

  • HQDA staff experience is preferred.
