About the position

The Texas Workforce Commission (TWC) is seeking a highly skilled Cloud Solutions Architect to join its Applications Solutions (AS) team. This position is crucial for developing applications and information systems that support TWC's critical business operations. The AS team collaborates with various business areas within TWC to create and maintain automated applications that meet their evolving needs. The Cloud Solutions Architect will be accountable to the IT Scheduled Releases Director, with the approval of the Deputy Chief Information Officer of Applications Solutions and the Chief Information Officer. This role involves performing advanced computer systems analysis work, overseeing the planning, budgeting, and analysis of user requirements, procedures, and problems to automate processing or improve existing systems. The position allows for minimal supervision, providing extensive latitude for initiative and independent judgment, and may require working outside of normal business hours to sustain operations or complete urgent assignments. In this role, the Cloud Solutions Architect will lead the development and implementation of a comprehensive cloud strategy, ensuring alignment with TWC's goals and objectives. The architect will provide guidance and support through cloud adoption, establish best practices, and foster a culture of continuous improvement and innovation. Collaboration with stakeholders, vendor partners, and technical teams is essential to promote and design effective solutions. The architect will also work closely with Cybersecurity to monitor cloud privacy and will serve as an active member of the Technical Architecture Review Board. Responsibilities include evaluating cloud applications, hardware, and software, developing and organizing cloud systems, and addressing technical issues throughout all phases of the system development life cycle. The architect will document current processes, review specifications, create test cases, and ensure compliance with all relevant laws, rules, policies, and procedures. The ideal candidate will possess a strong background in cloud computing technologies, experience with cloud migration, and familiarity with various programming languages and frameworks. Responsibilities

  • Lead the development and implementation of a cloud strategy in alignment with TWC goals.
  • Provide guidance and support through cloud adoption and establish best practices.
  • Collaborate with stakeholders, vendor partners, and technical teams to design solutions.
  • Work closely with Cybersecurity to monitor cloud privacy.
  • Serve as an active member of the Technical Architecture Review Board.
  • Evaluate cloud applications, hardware, and software, and address technical issues.
  • Document current processes and create test cases for new and modified program policies.
  • Analyze, design, and develop logical, structured programs and systems appropriate to customer needs.
  • Ensure adherence to program documentation and procedural standards.
  • May serve as backup to the director and other managers.
  • Participate in maintaining and providing input to the departmental dashboard.
  • Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures.
  • Contribute to teamwork and communicate effectively.
  • Promote an image of IT excellence.
  • Perform other duties as assigned.

Requirements

  • Bachelor's degree in computer science, computer information systems, management information systems, or related field.
  • Five years of experience as a Cloud Architect overseeing cloud computing technologies.
  • Experience with cloud migration of existing applications.
  • Experience with Spring framework, JAVA, JBOSS EAP, HTML 5, SQL, MS SQL Server, DB2.
  • Experience with Web Services and tools like Ant, Maven, and Gradle.
  • Experience with Okta and Azure Active Directory.
  • Experience with unit testing tools and frameworks (Junit, Selenium).
  • Knowledge of object-oriented programming concepts.
  • Demonstrated skills in software/systems development methodologies such as waterfall, iterative, and agile sprints.
  • Ability to analyze problems, develop solutions, and communicate effectively with technical and non-technical stakeholders.
