About the position

The CNO Agile Manager at ManTech is responsible for leading Agile project management efforts in support of the Air Force's Unified Platform program. This role involves providing subject matter expertise, coaching personnel on Agile practices, and continuously improving Agile processes to ensure effective execution and transparency within the program office. The position requires a blend of technical knowledge and leadership skills to manage teams and facilitate Agile ceremonies, while also interfacing with various stakeholders.

Responsibilities

  • Provide SME support to CNO Agile project management efforts and support for Agile tools/systems used in the UP program office execution.
  • Execute Agile ceremonies associated with Program Increment and Sprint planning and execution.
  • Coach and train personnel to ensure Agile practices and ceremonies are understood and executed, including backlog development, estimation, release planning, and daily standups.
  • Implement and maintain the Dev Team plan within UP Program Office Agile project management tools.
  • Develop, implement, execute, maintain, and continuously improve Agile processes for consistent application across the program office.
  • Create detailed guidance to track all work within Agile management systems for UP leadership to ensure transparency and traceability of work.
  • Groom and prioritize team backlogs that align with requirements and capability roadmaps.
  • Monitor and visualize mission/business value of planned and delivered work for UP leadership decision support.
  • Develop Agile Workflow systems to support UP and JCWA Systems of Systems planning and execution.

Requirements

  • A minimum of 10 years of experience in a technical environment.
  • Bachelor's degree or equivalent.
  • Experience managing one or more programs.
  • Experience supervising technical personnel.
  • Experience with Scaled Agile and DevSecOps methodologies.
  • Experience with technical requirements analysis, dependency resolution, risk management, task tracking, and schedule management.
  • Experience interfacing with customer leadership, user community members, and teams of software developers.

Nice-to-haves

  • Experience working within a Department of Defense organization.
  • Experience with a Cyber component of the Joint Cyber Warfighting Architecture (JCWA).
  • Experience with Big Data Platforms.
  • Experience with Continuous Integration and Continuous Delivery (CI/CD) pipeline implementations.
  • Experience with Authorization to Operate (ATO) and Certificate to Field (CtF) processes.
  • Experience with Team Topologies concepts, team organization, and interaction modes.
  • Experience with Jira, Confluence, and GitLab.
  • Experience with conflict resolution and team building.
  • Ability to communicate technical details to audiences of varying technical depth.
  • Certification in Scaled Agile execution.
  • Certification in program/project management.
  • Certification in cloud (AWS, Azure, GCP) security, administration, architecture.
