About the position

The CoMET Department Manager at HVJ Associates is responsible for overseeing the Construction Materials Testing department in Austin, TX. This role involves maintaining client relations, managing human resources, developing business opportunities, and ensuring the quality of all projects. The manager will serve as the technical lead, coordinating staff assignments, interfacing with other departments, and ensuring stakeholder satisfaction while adhering to budget constraints.

Responsibilities

  • Coordinate unit staff assignments to meet client service requests.
  • Interface with other department managers to obtain additional personnel/equipment when needed.
  • Develop project proposals and capability statements.
  • Assist project managers in business development and attend client interviews.
  • Ensure stakeholder satisfaction and track unit expenses to maintain budget compliance.
  • Monitor aged accounts receivables and assist with escalation issues.
  • Train, mentor, and coach unit staff in technical and administrative procedures.
  • Ensure quality assurance is performed as directed in the Quality Assurance Manual.
  • Communicate technical, administrative, and financial information to staff as required.
  • Prepare grounded monthly forecasts and participate in annual unit budgeting processes.
  • Resolve conflicts and complaints fairly and equitably.
  • Evaluate performance of unit staff and recommend staffing changes and promotions as needed.
  • Enforce disciplinary actions in accordance with the Employee Manual.

Requirements

  • Bachelor of Science in Civil Engineering.
  • Minimum 8 years of direct experience in Geotechnical/Construction Materials Engineering.
  • Valid Professional Engineer (PE) License or equivalent work experience and education.
