About the position

The Virginia Department of Environmental Quality (DEQ) is seeking a qualified Database and Analytics Manager to lead its Office of Information Services. This leadership role involves overseeing a team of highly skilled technical professionals, including Oracle and SQL Server Database Administrators (DBAs), GIS specialists, and analytics administrators proficient in tools such as R and Tableau. The Database and Analytics Manager will be responsible for collaborating with agency business and data owners to develop and execute project and operations plans, monitor team progress, and ensure the successful delivery of agency projects and IT operations. In this position, proactive planning for system upgrades, migrations, and managing technical debt will be essential. The manager will actively participate in the planning and leadership activities of the Office of Information Services (OIS) management team. This role requires close collaboration with the IT Strategic Operations Manager and the OIS Application Development Team to support ongoing development projects and operational work. The ideal candidate will have considerable experience in database administration, systems analysis, project management, and team leadership. Strong technical acumen is crucial, along with proficiency in database technologies, data integration, programming, GIS, and analytics. The role also demands a solid understanding of data governance and compliance, particularly concerning data privacy laws and regulatory requirements relevant to state agencies.

Responsibilities

  • Oversee and manage a team of Oracle and SQL Server DBAs, GIS specialists, and analytics administrators.
  • Collaborate with agency business and data owners to develop and execute project and operations plans.
  • Monitor team progress and ensure successful delivery of agency projects and IT operations.
  • Plan for system upgrades, migrations, and manage technical debt.
  • Participate in the planning and leadership activities of the Office of Information Services management team.
  • Work closely with the IT Strategic Operations Manager and the OIS Application Development Team to support ongoing development projects.

Requirements

  • Considerable experience in database administration, maintenance, and integration.
  • Experience in systems analysis and design.
  • Project management experience and business process improvement skills.
  • Strong team building and leadership capabilities.
  • Proficiency in SQL Server and/or Oracle, including data modeling and query optimization.
  • Familiarity with data warehousing concepts and practices.
  • Proficiency in ETL processes and tools, particularly SSIS and/or Node.
  • Knowledge of API integration methods, including RESTful APIs and SOAP services.
  • Proficiency in SQL (PSQL/TSQL).
  • Familiarity with Esri's GIS Enterprise and ArcGIS Online stack.
  • Experience administering Linux and/or Windows Servers in an enterprise environment.
  • Understanding of data privacy laws and compliance requirements for state agencies.
  • Experience managing data within Virginia State agencies.

Nice-to-haves

  • Knowledge or certification in Oracle Cloud Infrastructure.
  • Proficiency in Oracle Integration Cloud.
  • Proficiency in Python and familiarity with statistical programming languages like R.
  • Familiarity with Tableau Server and Tableau Cloud offerings.
  • Familiarity with Posit Connect Server.
  • Proficiency in Agile methodology and relevant project management experience.
