About the position

The Virginia Department of Environmental Quality, Office of Information Services is seeking a qualified Database and Analytics Manager. This leadership role is responsible for overseeing and managing a team of highly technical Oracle and SQL Server DBAs, GIS, and analytics (R/Tableau) administrators and technical specialists. In this position, you will collaborate with agency business and data owners, develop, and execute project and operations plans, monitor team progress, and ensure the successful delivery of agency projects and IT operations. Proactively planning for system upgrades, migrations, and managing technical debt will be essential. Additionally, the Database and Analytics Manager will actively participate in the Office of Information Services (OIS) management team's planning and leadership activities. The position will work closely and report to the IT Strategic Operations Manager and will work in close collaboration with the OIS Application Development Team to support ongoing development projects and operational work.

Responsibilities

  • Oversee and manage a team of Oracle and SQL Server DBAs, GIS, and analytics administrators.
  • Collaborate with agency business and data owners to develop and execute project and operations plans.
  • Monitor team progress and ensure successful delivery of agency projects and IT operations.
  • Plan for system upgrades, migrations, and manage technical debt.
  • Participate in the Office of Information Services management team's planning and leadership activities.
  • Work closely with the OIS Application Development Team to support ongoing development projects.

Requirements

  • Considerable experience in database administration, maintenance, and integration.
  • Experience in systems analysis and design.
  • Project management experience and business process improvement skills.
  • Strong technical acumen and team building and leadership skills.
  • Solid understanding of SQL Server and/or Oracle, including data modeling and query optimization.
  • Familiarity with data warehousing concepts and practices.
  • Proficiency in ETL processes and tools, particularly SSIS and/or Node.
  • Knowledge of integrating data via APIs, including RESTful APIs and SOAP services.
  • Proficiency in SQL (PSQL/TSQL).
  • Familiarity with Esri's GIS Enterprise and ArcGIS Online stack.
  • Experience administering Linux and/or Windows Servers in an enterprise environment.
  • Understanding of data privacy laws and compliance requirements.
  • Experience managing data within Virginia State agencies is beneficial.
  • Experience in managing and executing technical projects.

Nice-to-haves

  • Knowledge and/or Certification in Oracle Cloud Infrastructure.
  • Oracle Integration Cloud proficiency.
  • Proficiency in Python.
  • Familiarity with statistical programming languages like R.
  • Familiarity with Tableau Server and Tableau Cloud offerings.
  • Familiarity with Posit Connect Server.
  • Agile methodology proficiency.
  • CSM, PMO, or other relevant project management experience.
