About the position

The Database and Analytics Manager is a key leadership role responsible for overseeing and managing a team of highly technical Analytical System (Esri, GIS, Tableau, Posit) Administrators, as well as Oracle and SQL Server DBAs. In this position, you will collaborate with agency business, system and data owners, develop, and execute project, operations plan, and governance process and procedures, monitor team progress, and ensure the successful delivery of agency projects and IT operations. Proactively planning for system upgrades, migrations/modernizations, and managing technical debt will be essential. Additionally, the Analytics and Database Manager will actively participate in the Office of Information Services (OIS) management team's planning and leadership activities. The position will work closely and report to the IT Strategic Operations Manager and will work in close collaboration with the OIS Application Development Team to support ongoing development projects and operational and maintenance work.

Responsibilities

• Oversee and manage a team of Analytical System Administrators and DBAs.
• Collaborate with agency business, system, and data owners.
• Develop and execute project and operations plans.
• Monitor team progress and ensure successful delivery of projects.
• Plan for system upgrades, migrations, and manage technical debt.
• Participate in OIS management team's planning and leadership activities.
• Support ongoing development projects and operational maintenance work.

Requirements

• Considerable experience in database administration, maintenance, and integration.
• Experience in systems analysis and design.
• Project management experience.
• Business process improvement experience.
• Team building and leadership experience.
• High level of experience with Esri GIS technology stack.
• Familiarity with Tableau Server and Tableau Cloud.
• Solid understanding of SQL Server and/or Oracle.
• Familiarity with data warehousing concepts.
• Proficiency in ETL processes and tools.
• Knowledge of integrating data via APIs.
• Proficiency in SQL (PSQL/TSQL).
• Proficiency in Python and familiarity with R.
• Experience administering Linux and/or Windows Servers.
• Understanding of data privacy laws and compliance requirements.
• Experience managing technical projects, preferably in Agile.

Nice-to-haves

• Experience and certification in Oracle Cloud Infrastructure.
• Familiarity with DMBOK principles.
• CSM/PMO certifications.
