About the position

The Code Compliance Manager oversees the enforcement of the City's Code of Ordinances through technical and supervisory work. This role involves managing the Code Compliance Department's functions, reporting directly to the Director of the Office of Public Safety. The position requires regular evaluations and assessments of work performance, focusing on the efficiency and effectiveness of service delivery methods and procedures.

Responsibilities

  • Develop, implement and supervise the code enforcement program.
  • Manage assigned services, operations, and activities of the Code Compliance Program including enforcement of building, health and safety, vehicle, City and/or municipal and zoning codes.
  • Responsible for reporting and records of relevant program information.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.
  • Make recommendations within policy of the appropriate service and staffing levels.
  • Train and evaluate staff and unit performance, coordinating activities with various internal departments and outside agencies.
  • Provide complex code-related administrative support to the Director.
  • Plan, direct, coordinate and review the work plan for assigned staff involved in investigating code violations.
  • Initiate procedures to abate violations; assign work activities, projects, and programs to implement business strategies/plans.
  • Supervise administrative staff, magistrate clerks, and code compliance inspectors.
  • Perform various administrative and reporting duties involving inspection results and reconciliation requirements.
  • Prepare and maintain code enforcement records and reports, collect and analyze data for program reporting, organize and prepare code board agenda.
  • Prepare and present cases for code violation hearings; prepare and provide photographs, supporting documentation, witness testimony, etc.
  • Maintain current knowledge of trends and regulatory developments in the field.
  • Participate in field investigations; review reports prepared by others, issue citations and prepare requests for criminal complaints as needed.
  • Participate in the development of the annual budget, and fund allocations in the appropriate areas such as: equipment, materials, supplies, etc.
  • Advise other departments and legal on matters relating to regulations, codes, and ordinances, explain City codes, ordinances and regulations to the general public.
  • Periodically review, update, and recommend changes in existing codes for the City of Deerfield Beach.
  • Maintain professional certifications and stay abreast of current laws as well as changes in state and local ordinances that impact Code Compliance.
  • Provide operational and financial impact assessments for new code-related programs, initiatives, and statutory changes.
  • Make presentations at commission meetings, community events, and other venues as needed.
  • Ensure the proactive and reactive enforcement of city codes, addressing complaints and conducting investigations while fostering effective communication with both internal and external stakeholders.
  • Represent the interests of the City during mitigation requests, foreclosures, and Circuit Court appeals, as necessary.
  • Serve as liaison and represent the City on the Broward County Unsafe Structures Board, Municipal Planning Organization, and other related boards as assigned by the Director.
  • Conduct trainings and presentations to staff from various departments on code-related issues and topics.
  • Serve as co-lead for Rapid Impact Assessment and Property Damage Impact Teams after a disaster or at the direction of the Director.

Requirements

  • Bachelor's degree in Public Administration, Criminal Justice, Urban Planning or related field.
  • Five (5) years of increasingly responsible code enforcement, investigative, and/or inspection experience, including two (2) years as a supervisor/manager of a public enforcement or regulatory agency.
  • Must possess one of the following: Certified Code Enforcement Professional (CEP); any of the levels of Florida Association of Code Enforcement (FACE) Level III Certification; Code Enforcement Certification Level 1-IV.
  • Must possess and maintain a valid Florida Driver's license with an acceptable driving history.
  • Possess, or able to obtain within 6 months of employment, certification in FEMA classes ICS-100.c, ICS-200.c, ICS-700.b, and Broward County WebEOC.
