About the position

Under general supervision, the Code Enforcement Investigator is responsible for performing investigative work to enforce City codes and regulations. This role does not involve supervising others. The position is based in the Development Services department located at 1901 S. Alamo, San Antonio, Texas 78204. The training schedule is from 7:45 a.m. to 4:30 p.m., Monday through Friday, and upon completion of training, the work schedule will shift to 7:45 a.m. to 4:30 p.m., Tuesday through Saturday. The investigator will conduct onsite inspections of premises and structures to identify violations of City codes, including inspections of junked vehicles and vacant lots. They will consult with property owners to inform them of violations and enforce compliance, as well as engage with citizens regarding inspection results. The investigator will also attend neighborhood association meetings and special City events to present on code enforcement activities, maintain detailed reports of field activities, and submit documentation for contractors to address violations. The role requires following legal procedures for abatement, including issuing citations and notices of violation, and entering inspection data into a computer system. The investigator must also submit documentation for publication in local newspapers and perform related duties as required.

Responsibilities

  • Perform onsite premise and structure inspections to determine violations of City codes.
  • Make inspections of junked vehicles to determine violations of the Junked Vehicle Ordinance.
  • Make inspections of vacant lots to determine violations of the Vacant Lot Ordinance.
  • Consult with property owners to show where violations are present and enforce compliance.
  • Consult with citizens regarding the results of their inspections.
  • Attend and make presentations to neighborhood associations regarding department code enforcement activities.
  • Attend and make presentations at special City events and other Code Compliance educational seminars and workshops as required.
  • Make field notes from inspections and compile necessary reports on area zone assignments; maintain daily activity report of field investigative activities.
  • Submit proper documentation for contractors to abate violation as specified.
  • Research property information and initiate appropriate notification procedures to result in violation abatement.
  • Follow proper legal procedures to achieve abatement including the issue of citation or notice of violation in person, request for search and seizure warrants, and submittal for City contract abatement and court action.
  • Enter inspection report data in hand-held, laptop or personal computer.
  • Submit proper documentation for publication in local newspaper.
  • Perform related duties and fulfill responsibilities as required.

Requirements

  • High school diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).
  • Must become certified and State licensed as a Code Enforcement Officer within 18 months of hire.
  • Valid Class 'C' Texas Driver's License.
