The Energy Planning & Innovation (P&I) Division supports the agency's mission by pursuing programs and policies that help Oregonians conserve energy, use energy more efficiently, and produce energy using renewable sources. The Division's two sections: Energy Efficiency & Conservation and Energy Technology & Policy collaborate with the Department's other divisions and stakeholders to help support the development of clean energy resources and integrate those resources into the State's transmission and distribution system. The division offers energy expertise across sectors, including efficiency in buildings and manufacturing as well as alternative fuels and infrastructure, while helping Oregon build a more resilient energy system - one that is well-prepared to respond to issues such as climate change and natural disasters. The division also helps the State pursue strategies to reduce greenhouse gas emissions through energy efficiency, renewable energy, and sustainable transportation. The primary purpose of this position is to conduct economic, technical, and policy analysis of the Building Performance Standards program issues and to act as the section's legislative, rulemaking, and proceedings coordinator. This position will review and participate in Building Performance Standards regulatory processes of multiple state agencies and in regional and federal energy-related organizations. This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least eight times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

Responsibilities

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years of professional-level evaluative, analytical, and planning work.
  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.
  • Experience researching and analyzing statutes, rules, ordinances, or policies to prepare reports or similar documents which provide policy options for decision-makers.
  • Experience collaborating with a variety of stakeholders with diverse backgrounds and interests.
  • Ability to manage multiple projects, meet statutory deadlines, and follow administrative procedures.
  • Strong customer service experience with the ability to explain complex technical issues to non-technical customers.
  • Knowledge of or experience in conducting administrative rulemaking.
  • Knowledge of or experience in developing new policies and programs.
