About the position

The Commissary Officer is responsible for managing all activities and functions of the commissary, overseeing various departments such as grocery, meat, produce, and deli-bakery. This role includes full managerial and supervisory responsibilities for store employees, ensuring compliance with agency policies and achieving sales goals.

Responsibilities

  • Direct and control all phases of commissary operations through subordinate supervisors and/or leaders.
  • Execute agency policy, sales, and promotional programs.
  • Coordinate with the Zone Manager to develop and implement local commissary management policies and procedures.
  • Analyze management reports to determine operational efficiency and initiate corrective actions.
  • Manage and monitor budget funding expenditures to ensure compliance with funding parameters.
  • Direct, monitor, and adjust the execution of the store sales plan to meet sales goals and targets.
  • Establish and monitor an inventory control program and store security program to eliminate fraud, waste, and abuse.
  • Establish and monitor various programs including safety, customer relations, sanitation, and product identification programs.
  • Promote DeCA goals and objectives of the EEO and Affirmative Action Program.
  • Participate in customer advisory council meetings.

Requirements

  • Must be a U.S. citizen or national.
  • Males born after 12-31-1959 must be registered with or exempt from Selective Service.
  • Must be able to obtain and maintain security clearance eligibility based on an appropriate background investigation.
  • One year of specialized experience equivalent to at least the GS-11 grade level.
  • Demonstrated knowledge of retail procurement and distribution methods, principles, procedures, and techniques of retail food merchandising and management.

Nice-to-haves

  • Experience managing a commissary store, supermarket, or similar type of commercial retail food store.
  • Experience managing a department in a retail food store.
  • Experience planning, standardizing, or controlling operations in a group of retail food stores.
