About the position

The Communications Specialist position at the NOAA's Office of Oceanic and Atmospheric Research (OAR) involves leading communication strategies to support the Weather Program Office's (WPO) strategic goals. The role requires collaboration with various stakeholders to ensure effective communication of the program's objectives and alignment with broader agency goals. The specialist will develop communication policies, create outreach materials, and analyze the impact of communication efforts.

Responsibilities

  • Lead a systemic communications approach to advance Weather Program Office's (WPO) strategic goals and objectives.
  • Work closely with the Director, Deputy, and staff experts to communicate the goals and objectives of the program effectively.
  • Serve as a principal liaison between the office and line office communications staff to ensure alignment with broader agency goals.
  • Develop and recommend communication and outreach policies for the office.
  • Create and maintain products in support of office priorities, including press releases, brochures, web content, social media, and major reports.
  • Conduct analysis of communication efforts and their impact involving external and internal stakeholders.
  • Plan and conduct complex strategic communications and outreach strategies.
  • Plan and conduct external engagements to inform stakeholders about OAR's mission, program, and accomplishments.
  • Support the planning and logistics associated with conferences and events involving OAR leadership and staff.
  • Prepare information products for staff use during conferences and events.
  • Provide advice and guidance on various communications issues to the Director and Deputy.
  • Serve as a project manager to implement projects on time and within budget.
  • Collaborate with OAR communications staff to ensure coordination and broad adoption of communications initiatives.
  • Provide solutions to resolve new problems, conflicts, or issues affecting processes.

Requirements

  • U.S. Citizenship is required.
  • One year of specialized experience equivalent to the next lower grade level in the Federal Service (ZA-3 or GS-12).
  • Experience must include establishing and maintaining communications with stakeholders, planning and conducting outreach strategies, and coordinating the development of press releases and social media platforms.

Nice-to-haves

  • Experience in federal government communications is preferred.
  • Knowledge of NOAA's mission and programs is a plus.
