About the position

The Communications Systems Specialist serves as a Subject Matter Expert and the primary point of contact for Resource Managers, Program Managers, and various stakeholders including NNSA customers, FBI, DOD, DHS partners, and National Laboratories. This role is critical in ensuring the effective operation of secure communication systems, particularly in emergency response scenarios involving weapons of mass destruction and improvised nuclear devices. The specialist is recognized as an authority in secure communication systems and is responsible for maintaining a 100% readiness state for these systems during real-world events. In this position, the specialist will perform technical operations related to secure communication systems within the Render Safe and Emergency Response programs. This includes coordinating and conducting training on various communication systems, developing training curricula, and executing after-action reporting. The role also involves performing maintenance and repairs on communication systems, establishing secure communication setups in remote locations, and advising on the development of communication systems under the NNSA Emergency Response programs. The specialist will be expected to maintain effective relationships with internal and external customers, demonstrating initiative in keeping technical knowledge current through ongoing studies and training. Mentoring and coaching others in the organization on secure communication development activities is also a key responsibility. The role may involve direct customer interaction on assigned projects and participation in meetings representing resource/program management. The position requires travel up to 40% of the time and the ability to be on call as needed.

Responsibilities

  • Function as a Subject Matter Expert and main point of contact for secure communication system requirements and operations.
  • Perform the work of a secure communication system technical operator within the Render Safe / Emergency Response programs.
  • Coordinate or perform training of various communication systems, including planning, execution, and after-action reporting.
  • Develop and present training curriculum to external personnel.
  • Perform maintenance and repairs on a variety of communication systems to maintain a 100% readiness state.
  • Set up and establish secure communication systems in remote locations with minimal assistance.
  • Identify, recommend, propose innovative solutions, and implement changes to various communication systems.
  • Advise in the development of all required communication systems under the NNSA Emergency Response programs.
  • Ensure effective internal and external customer relationships are established and maintained.
  • Maintain technical currency through outside studies and training.
  • Mentor and coach others within the organization on strategic/secure communication development activities.
  • Assist resource and program management on special assignments and projects involving complex technical or operational improvement functions.
  • Develop, coordinate, and direct the implementation of special technical or operational management initiatives.
  • Recommend new approaches and implement new procedures for continual improvements within the department.
  • Represent resource/program management in meetings or appropriate functions.
  • Act as a direct customer interface on assigned projects.

Requirements

  • Minimum of 2 years technical experience with secure communication systems.
  • Associate's degree or Technical certification/training in a similar field in lieu of experience.
  • US citizenship and possession or qualification for a DOE Q/Sensitive Compartmented Information (SCI) security clearance.
  • 2 additional years of technical experience with secure communication systems.
  • Strong interpersonal skills to build credibility as a peer with all functions.
  • Ability to articulate and interact comfortably with senior management and influence high-level decision makers.
  • General understanding of national mission forces.
