About the position

The Community Development and Housing Project Manager II position at San Bernardino County is a pivotal role focused on the identification and management of affordable housing projects from inception to completion. The successful candidate will work collaboratively with other Project Managers, the Senior Housing Project Manager, the Deputy Director, and the Director to promote, preserve, and develop affordable housing initiatives. This role is integral to ensuring that all stages of affordable housing development are executed effectively, adhering to prescribed time frames and funding parameters. The Project Manager will be responsible for overseeing the entire project lifecycle, which includes site research and acquisition, feasibility analysis, pre-development, design, construction, and the transition to housing monitoring and federal compliance. The position requires a proactive approach to identifying potential qualifying projects and development partners, ensuring that the objectives of each project are met efficiently and effectively. The Community Development and Housing (CDH) department plays a crucial role in supporting the growth of San Bernardino County by providing essential services to cities and private economic development organizations. The department is dedicated to creating a solid platform for investment and ensuring that the county is well-positioned to support expected resident and business growth. The Project Manager will contribute to these efforts by managing projects that align with the county's goals for affordable housing and community development. This position also involves travel throughout the county, necessitating a valid California Class C driver license and proof of automobile liability insurance. Candidates must be prepared to undergo a background investigation, including fingerprinting, credit checks, and/or medical exams prior to appointment.

Responsibilities

  • Identify potential qualifying projects and development partners for affordable housing.
  • Manage projects from inception to completion, ensuring adherence to timelines and funding parameters.
  • Collaborate with other Project Managers, the Senior Housing Project Manager, the Deputy Director, and the Director.
  • Oversee all stages of affordable housing development, including site research and acquisition, feasibility analysis, pre-development, design, construction, and transition to housing monitoring and federal compliance.
  • Ensure that project objectives are accomplished within prescribed time frames and funding parameters.

Requirements

  • Bachelor's degree in Public or Business Administration, Planning, Economic Development, Project Management, or a closely relevant field, or equivalent experience.
  • Two years of professional level experience in project management and affordable housing development, including all stages of development, or five years of relevant experience without a degree.
