About the position

The Community Housing Manager at Outside In is a pivotal role responsible for overseeing the management and supervision of various housing programs, including voucher, scattered site, and site-based housing initiatives. This position entails the development and implementation of housing programming, management of program budgets, and coordination of grants and rental/utility subsidies. The Community Housing Manager will also play a crucial role in audit preparation and coordination, ensuring compliance with all relevant standards and regulations. In addition to these responsibilities, the Community Housing Manager is tasked with supporting the effective utilization of harm reduction strategies, positive youth development principles, motivational interviewing techniques, and trauma-informed care practices throughout the Youth Department. This role requires the development, evaluation, and coordination of several key programs, including the disbursement of rental assistance funds, management of Permanent Supportive Housing (PSH) vouchers, and the coordination of Community Housing Navigation services. The Community Housing Manager will be responsible for providing support for program services, developing and maintaining effective working relationships with community partners, and integrating program offerings with other services within the Youth Department and the broader agency. This includes participating in community meetings, representing Outside In professionally, and ensuring that updated information about community services is available to all staff. The role also involves crisis response, after-hours support, and the oversight of program operations to ensure smooth functioning and compliance with budgetary requirements. Overall, the Community Housing Manager will play a critical role in enhancing the housing support services provided to youth, ensuring that programs are effective, well-coordinated, and aligned with the agency's mission and goals.

Responsibilities

  • Provide management and supervision of Outside In's voucher, scattered site, and site-based housing programs.
  • Develop and implement housing programming and manage program budgets.
  • Coordinate grants and rental/utility subsidies, including audit preparation.
  • Support the effective utilization of harm reduction, positive youth development, motivational interviewing, and trauma-informed care throughout the Youth Department.
  • Develop and sustain effective working relationships with partner and community organizations.
  • Integrate program offerings with other Youth Department and agency services.
  • Serve as a member of the Youth Service Department and agency coordination teams.
  • Provide crisis response and support for other crisis responders.
  • Oversee the smooth function of material and system operations of the program.
  • Monitor budgets and complete reporting in a timely manner.

Requirements

  • Bachelor's degree preferred but not required.
  • At least 2 years of project coordination and/or supervision experience.
  • At least 5 years of experience in mental health and/or substance use treatment, homeless populations, and at-risk transition age youth/adolescents.
  • Excellent communication skills.
  • Excellent crisis intervention skills.
  • Knowledge and experience working with community resources.
  • Knowledge of clinical and housing documentation requirements.
  • Knowledge and understanding of adolescent development, Trauma Informed Care, Stages of Change Theory, harm reduction, and Motivational Interviewing.
  • Strong organizational skills, attention to detail, and focus on data collection.
  • Budget management skills.
  • Ability to work with a diverse population and interact effectively with different types of people.
  • Excellent communication and conflict resolution skills.
  • Ability to work both independently and as a member of a team.
  • Commitment to continual learning and quality performance.
  • Availability for after hours and holiday coverage rotation.
  • Valid driver's license.
