About the position

The Community Impact Evaluation and Data Lead will join the Office of Community Impact (OCI) team at the Children's Hospital of Philadelphia (CHOP). This role is pivotal in empowering users with data across the office and its programs, blending public health, community, clinical, technical, and analytical expertise. The lead will oversee data analysis, monitoring, evaluation, and learning efforts across OCI, ensuring that data collection, analysis, and learning agendas are effectively implemented. This position will engage in departmental strategic planning and evidence-based evaluation, contributing to both internal and external technical forums related to OCI data and evaluation. The Community Impact Evaluation and Data Lead will provide consistent guidance for OCI-related activities and targeted technical assistance to select projects, ensuring that the office's mission to build a healthier future for children and families is met through data-driven insights. In this role, the lead will manage high-profile strategic projects, translating community and healthcare requirements into meaningful analysis. The individual will apply data science techniques and advanced analytics to solve problems and provide insights that enhance OCI performance. Building relationships with key stakeholders is essential, as is expertise in public health data sources and the implementation of sustainable solutions. The lead should possess a strong public health background, project management experience, and the ability to share best practices with the team. Proficiency in data analysis and visualization techniques, data storytelling, and making data-driven recommendations to OCI leaders is crucial for success in this position.

Responsibilities

  • Guide OCI teams and programs on large scope projects: gathering requirements, developing metrics, retrieving data and ensuring validity of results
  • Utilize advanced analytical and/or statistical ability to evaluate data and make recommendations regarding process and outcome improvement work
  • Propose and create innovative and appropriate data solutions (dashboards, reports, business intelligence tools, etc.) for the measurement of processes and outcomes
  • Extract, transform, and load data from multiple sources into analytical platforms
  • Conduct data mining and statistical analysis to identify trends, patterns, and opportunities for improvement
  • Stay current with industry best practices and emerging trends in data analytics and related technologies
  • Perform benchmarking and comparison of evaluation methods, metrics, and data presentation across the industry including other health systems and community health organizations
  • Support the data collection and evaluation of community benefit compliance activities for OCI, while leading efforts for quality improvement in this area
  • Provide guidance and mentorship to junior analysts, fostering a culture of continuous learning and development
  • Adhere to data security and privacy regulations while handling sensitive information
  • Demonstrate excellent data storytelling skills through outstanding presentation and communication to share findings in an understandable and actionable manner tailored to audience and customer needs
  • Serve as the OCI manager in monitoring, evaluation and learning (MEL), participating in strategic planning and ensuring procedures are in place for high quality, innovative MEL approaches that comply with organizations mandates and aspirations
  • Support the development and application of evidence-based standards of practice and guidance in MEL efforts across the OCI
  • Help to develop and implement project learning agendas, including refinement of learning questions, methods for capturing learning, and documentation plans
  • Contribute to formative development and implementation of practice evaluations, including development of tools and protocols, analytic plans, training materials as needed
  • Providing mentorship/capacity building in MEL to OCI staff
  • Support the development and implementation of best practices on data and evaluation for the OCI Framework, Healthier Together, Regional Engagement and other programs and initiatives
  • Transform and format data sets as needed to accommodate changes in program design, implementation and reporting
  • Responsible for the coordination and completion of assigned projects, including project definition, assignment of task responsibilities, setting deadlines, and all other aspects of project management
  • Lead data quality and evaluation meetings within and across teams, as well as with internal and external audiences
  • Provide necessary data, metrics, and visualizations to support promotion across the OCI via website, presentations, marketing materials, and conferences to donors, philanthropy, payors, community, and partners
  • Cultivate relationships and seek collaboration with individuals and teams at all levels, both internally and externally
  • Represent OCI and contribute to task forces and meetings related to data sharing as well as monitoring, evaluation, and learning

Requirements

  • Bachelor's Degree Required
  • Master's Degree Preferred
  • At least five (5) years of experience in analytics / business intelligence Required
  • At least eight (8) years of experience in analytics / business intelligence Preferred
  • Experience with data visualization tools preferred (Qlik, Tableau, Power BI, etc) Preferred
  • Experience with data integration tools: DBT, Informatica, MS Integration Services etc Preferred
  • Experience working as a data analyst within a healthcare setting Preferred
  • Experience with clinical, hospital and/or financial applications and/or systems Preferred

Nice-to-haves

  • Experience in public health monitoring, evaluation and learning
  • Knowledge and experience establishing and measuring public health, community health or clinical indicators, as well as associated technical assistance
  • Demonstrated proficiency in data leadership and management of MEL, i.e., providing technical advice, guidance, and direction related to large strategies and various sized programs
  • Expertise with using data in a healthcare, public health, or community health setting
  • Demonstrated professional proficiency in collaborative communication within and across teams, as well as with internal and external audiences
  • Familiarity with applicable federal and local laws to ensure adherence and compliance with community benefit regulations and guidelines
  • Strong attention to detail and well organized, with the ability to meet frequent and changing deadlines
