The Community Investment Data Manager is responsible for all data and reporting activities of the Community Investment Department (CID). This includes working independently to lead processes, procedures, and collective efforts that ensure data integrity and controls consistent with the Bank's regulatory and risk management framework as well as data analytics and visualization to inform housing policy and raise awareness about the Bank's affordable housing and community development impact. The role involves owning the accuracy, controls, record keeping, and submission of all Community Investment reports and queries such as the Data Reporting Manual (DRM) and Call Report System (CRS) that are submitted to the Bank's regulator. The Community Investment reports are presented to the Bank's Board of Directors, and ad-hoc reports provide data to support annual exams conducted by the Bank's regulator, internal audits, and compliance reviews. The manager will also oversee Community Investment management tools that ensure compliance with policies, procedures, and expectations, and provide information that conveys the Bank's affordable housing and community development impact to internal and external audiences. Additionally, the Community Investment Data Manager will lead the development and implementation of data analytics that effectively converts raw data into actionable insights that identify trends and outliers in Community Investment products and activities. This informs the Bank's affordable housing and community development policy and compliance analysis. The role requires the development and implementation of effective data visualization that communicates complex data relationships and data-driven insights in a way that is easy to understand. Proactively providing information to CID management to aid in compliance and strategic direction for Community Investment products and services is also a key responsibility. The manager will be responsible for business requirements, decision-making, recordkeeping, and testing on bank-wide projects that impact data and system needs for CID. They will oversee Community Investment's End User Computing tools (EUCs) and ensure compliance with Bank-wide EUC requirements and controls. The role includes leading the development and implementation of automated reports to replace EUCs and enhancements of legacy reports to reduce operational risk. Furthermore, the manager will ensure Community Investment's compliance with the Bank's record retention requirements and develop and control detailed data standardization procedures and a data dictionary to ensure consistency in reports and a strong infrastructure for CID reporting and administration. Backup support to the Community Investment Program Manager may also be required as needed.
