About the position

The Community Manager at REACH Community Development is responsible for overseeing the physical and financial operations of properties, ensuring compliance with housing regulations, and maintaining tenant relations. This role involves managing tenant selection, rent collection, and property maintenance while fostering a healthy community environment. The position requires a commitment to anti-racism and inclusivity, aligning with REACH's mission to provide quality affordable housing.

Responsibilities

  • Manage and direct activities and services in support of physical and financial operations of the properties.
  • Assist with marketing activities to rent vacant units in a timely manner.
  • Maintain and monitor project waitlist per established guidelines.
  • Directly responsible for tenant selection and adherence to tenant selection policies.
  • Coordinate resident move-in activities including collecting deposits and completing paperwork.
  • Collect and monitor monthly rents and ensure proper handling of all received funds.
  • Maintain tenant relations by responding to requests and complaints appropriately.
  • Manage unit turnover preparation, repair, and maintenance through supervision of the Maintenance Technician.
  • Process resident move-out activities per established guidelines.
  • Enforce lease agreements and prepare lease violation notices as necessary.
  • Conduct annual inspections with the Maintenance Technician and Facilities Manager.
  • Respond to emergency situations and ensure compliance with applicable laws and regulations.

Requirements

  • High school diploma or GED required.
  • Two years of related experience in property management or a similar field.
  • Knowledge of property management practices including landlord/tenant and fair housing regulations.
  • Tax Credit and/or Occupancy Specialist Certification required if indicated.
  • Trained in Fair Housing and Oregon Landlord Tenant Laws.
  • Basic knowledge of Microsoft Office Suite (Word, Excel, Outlook).
  • Good verbal, written, and interpersonal communication skills.
  • Basic math skills and attention to detail.

Nice-to-haves

  • Experience with LIHTC (Tax Credit Affordable Housing) and HUD Program Housing.
  • Knowledge of tax credit compliance practices and policies.
  • Experience in managing tenant relations and property maintenance.
