About the position

The Community Manager at Renaissance Place and Creekside Landing Apartments is a pivotal role within our Affordable Management Business Unit, responsible for the overall fiscal accountability and operational management of assigned tax credit (LIHTC) or Section 8 communities. This position requires a strong focus on marketing, regulatory compliance, and the supervision of personnel and physical asset management. The Community Manager acts as the management representative when dealing with various property owners and regulatory agencies, ensuring that all operations align with the guidelines set forth by HUD and NHE. This role reports directly to the Regional Property Manager or the VP of the Affordable Business Unit and supervises the onsite staff of the assigned properties. In this role, the Community Manager will oversee a variety of essential functions including hiring, staffing, wage reporting, and the completion of re-certifications. The position demands flexibility, as the Community Manager must be able to work varied schedules, including weekends and some holidays as required. The Community Manager is also responsible for ensuring compliance with Fair Housing Laws and other regulatory requirements, interpreting IRS Section 42 and HUD regulations, and preparing for management reviews and physical inspections from third parties, local or state housing authorities, and HUD. The Community Manager will play a crucial role in staff development, providing ongoing training, coaching, and performance feedback to ensure a motivated and effective team. This includes monitoring staff performance, promoting staff harmony, and ensuring that all administrative functions related to personnel are handled in a timely manner. The Community Manager must also maintain compliance with company policies, procedures, and industry regulations, ensuring that all associates follow safety rules and report incidents as required. Additionally, the Community Manager will interact closely with maintenance staff to manage property maintenance programs and ensure that resident requests for maintenance are addressed promptly and courteously.

Responsibilities

  • Complete all move ins/outs/re-certifications/Interims as required by HUD and NHE guidelines
  • Monitor regulatory compliance on behalf of owner/agent with appropriate regulations (LIHTC Section 42, HUD Section 8/PRAC/HAP, HOME, HTF, etc.)
  • Oversee compliance with Fair Housing Laws
  • Ensure each property adheres to their specific program types regulations
  • Interpret and apply IRS Section 42 and HUD regulations and recommend compliance changes as appropriate
  • Prepare and participate in management reviews and physical inspections from third parties, local or state housing authorities and/or HUD
  • Assist in recruiting, interviewing, and training all community staff positions
  • Oversee, implement or participate in ongoing staff training, coaching, counseling and guidance
  • Monitor management and staff performance, motivation, and cross training
  • Develop employees through performance feedback and challenges
  • Delegate responsibilities and special projects to staff as necessary
  • Communicate with Regional Property Manager regarding employee performance and document necessary actions
  • Promote staff harmony through support, effective leadership and positive example
  • Ensure all on-site administrative functions pertaining to personnel are timely
  • Maintain compliance with company policies, procedures and industry regulations
  • Ensure associates follow policies and safety rules; comply with NHE policies for reporting incidents
  • Interact closely with maintenance staff to manage property maintenance programs

Requirements

  • Bachelor's degree or two years of successful working experience in the apartment management industry
  • Extensive customer service and leasing/marketing experience preferred
  • Training or experience in basic computer use, including Microsoft Word and Excel
  • Experience with web-based software used in apartment management (Yardi Voyager)
  • Ability to interpret and apply IRS Section 42 and HUD regulations
