Fairstead has an exciting opportunity at one of our properties, and we are looking for a strong Community Manager to join our team. The Community Manager is responsible for managing the day-to-day operations, all on-site compliance activities, and for the overall performance of their assigned property. This role requires a deep understanding of various housing laws and regulations, including but not limited to the Departments of Housing and Urban Development (HUD), Fair Housing, Americans with Disabilities Act (ADA), and Fair Credit Reporting Act. The Community Manager must remain compliant and knowledgeable in all aspects of the HUD 4350.3 Handbook, ensuring that the property adheres to all legal requirements. In addition to compliance, the Community Manager will develop responses to regulatory agencies in coordination with the Compliance Department and implement intervention strategies with Regional Managers for tenants who are non-compliant with lease requirements. The role involves preparing for site REAC reviews, EHS violations, Management and Occupancy Reviews (MOR), Investor Site Reviews, and Low-Income Housing Tax Credit (LIHTC) Reviews, as well as performing annual and interim recertification reviews. The Community Manager will assist tenants with requests, questions, problems, and complaints, while also monitoring tenant and complex-wide arrears and litigation cases. The position requires direct involvement in the collection of monthly rents and late fees, processing applications, and pursuing delinquencies through legal action and eviction. The Community Manager will supervise and monitor preventive and emergency maintenance/repairs, ensuring compliance with all regulations, and will coordinate vendor bids and contractor quotes. Conducting unit inspections and bi-annual walk-throughs with the Building Superintendent is also part of the role, along with creating reports to ensure all buildings are properly maintained and that building needs are appropriately noted and addressed. The Community Manager will work closely with the construction team to avoid violations and ensure necessary access for inspections. Additionally, attending monthly financial catch-up meetings and monitoring budgets is essential to the role.
