About the position

Guardian has an immediate need for a Full-Time Community Manager to join our committed team at Francis & Clare Place, a new affordable apartment community with 61 units in Portland, OR. The Community Manager will work to ensure that the property meets all ownership goals and objectives, enforce Guardian Management policies and procedures, and adhere to Fair Housing and Landlord Tenant Laws at all times. This role is crucial in supervising other property staff and vendors to provide outstanding customer service to the residents, maintain excellent curb appeal, and ensure well-timed and proactive property maintenance. The Community Manager will also safeguard the financial health and stability of the property, confirm timely compliance with all government and property program requirements, and complete all required paperwork and reports on time. We are seeking a dynamic self-starter who enjoys working with others and excels in a fast-paced office environment. The ideal candidate will be highly organized, professional, and communicative. A minimum of two years of experience managing an affordable multifamily property is required. This position requires general knowledge of all property management duties and operations. The Community Manager will represent Guardian in a positive and professional manner at all times, acting as the primary coordinator to ensure that the company's efforts fully meet and exceed property management obligations. The Community Manager will manage all property operations in compliance with local, state, and federal laws, assist in the development of operating income/expense budgets, analyze and report monthly financial statements, complete resident income certifications, and administer budgets while recommending corrective actions needed to maximize efficiency and profitability. This role also involves direct supervision of property staff, ensuring adherence to timekeeping guidelines, and maintaining collaborative working relationships between departments. The Community Manager will constantly strive for improvements in work processes and results to better meet resident needs and ownership goals.

Responsibilities

  • Ensure the property meets all ownership goals and objectives.
  • Enforce Guardian Management policies and procedures.
  • Adhere to Fair Housing and Landlord Tenant Laws at all times.
  • Supervise other property staff and vendors to provide outstanding customer service to residents.
  • Maintain excellent curb appeal and ensure proactive property maintenance.
  • Safeguard the financial health and stability of the property.
  • Confirm timely compliance with all government and property program requirements.
  • Complete all required paperwork and reports on time.
  • Act as the primary coordinator to meet property management obligations.
  • Manage all property operations in compliance with local, state, and federal laws.
  • Assist in the development of operating income/expense budgets and capital budgets.
  • Analyze and report monthly financial statements including operating variances from budget.
  • Complete resident income certifications and recertifications in a timely manner.
  • Administer budgets, review and analyze operations, and recommend corrective actions.
  • Coordinate collection and documentation of all revenues following lease obligations.
  • Direct the day-to-day activities of other property staff.
  • Administer leasing efforts including reviewing tenant billings and preparing vacancy reports.
  • Collect delinquent accounts according to legal guidelines.
  • Work with Portfolio Manager to identify, engage and supervise property vendors.
  • Approve invoices for all goods/services required to maintain the property.
  • Prepare and lead all site staff meetings, including monthly safety meetings.

Requirements

  • High school diploma or GED.
  • At least two years of experience managing an affordable multi-family community.
  • At least one year of experience developing, maintaining and adhering to an annual budget.
  • Excellent attention to detail and organizational skills.
  • Strong mathematical skills and basic understanding of property budgets and financial accounting.
  • Ability to speak, read and write in English.
  • Ability to communicate effectively and in a timely manner, both verbally and in writing.
  • Able to complete company training requirements for this position within pre-determined deadlines.
