About the position

The Community Reinvestment Act (CRA) Officer will manage all aspects of the Bank's Community Reinvestment Act compliance. This role is crucial in ensuring that the bank adheres to state and federal banking compliance regulations. The incumbent will be responsible for creating, deploying, and managing systems and controls that align with these regulations. The CRA Officer will oversee the development, implementation, and administration of the CRA compliance program, ensuring that all aspects are effectively managed and monitored. In addition to overseeing compliance, the CRA Officer will coordinate and assist in the administration of independent, state, and federal CRA examinations, reviews, and audits. This includes performing regular testing and monitoring to identify and track CRA-related information. The officer will also conduct quality control reviews and monitoring of the Bank's CRA program information to ensure accuracy and compliance. Effective communication is a key component of this role. The CRA Officer will be responsible for communicating complex information to employees, management, and regulators. This includes presenting training materials, recommendations, and initiatives as requested. The officer will prepare and compile reports as scheduled or upon request from management, responding to audits, regulatory examinations, and inquiries as necessary. Additionally, the CRA Officer will provide recommendations and guidance to employees, the management team, and other stakeholders on CRA compliance, ensuring that the bank remains compliant with all regulations. The role may also involve ad hoc projects and other job duties as assigned, requiring flexibility and adaptability in managing various tasks related to CRA compliance.

Responsibilities

  • Oversee all aspects of the Community Reinvestment Act compliance for the Bank.
  • Coordinate and assist in the administration of independent, state, and federal CRA examinations, reviews, and audits.
  • Perform regular testing and monitoring, identifying, and tracking CRA-related information.
  • Oversee and perform quality control reviews and monitoring of the Bank's CRA program information.
  • Communicate complex information to employees, management, and regulators.
  • Prepare and compile reports as scheduled or upon request from management.
  • Respond to audits, regulatory examinations, and inquiries.
  • Advise and provide guidance to employees, the management team, and other stakeholders on CRA compliance.
  • Manage ad hoc projects and other job duties as assigned.

Requirements

  • Three to five years of experience in managing CRA requirements and communicating required changes and revisions to rules and regulations.
  • Experience with managing the CRA Compliance Examination process and proactively engaging with regulators.
  • Ability to use sound judgment and make critical decisions regarding CRA compliance with minimal supervision.
  • Excellent written and verbal communication skills.
  • Ability to write and revise policies and procedures for new and emerging regulatory developments and concerns.
  • Ability to present complex information in an understandable and relatable manner when presenting to employees, Bank management, and regulators.
  • CRCM Certification preferred but not required.
