About the position

The City of Worcester is seeking a Compensation Analyst to support the Human Resources management team in developing and maintaining salary structures for both union and non-union compensation plans. This role involves coordinating the implementation of collective bargaining agreements, conducting market analysis, and ensuring compliance with compensation-related laws and regulations. The Compensation Analyst will also be responsible for maintaining the City's Salary Ordinance book and making salary recommendations to ensure competitive compensation practices.

Responsibilities

  • Conduct internal and external market analysis to determine competitive compensation trends.
  • Ensure compliance with all federal, state, and local laws and regulations related to compensation.
  • Research, create and submit regulatory data submissions to ensure compliance.
  • Conduct data and cost analysis for employee and collective bargaining agreement negotiations.
  • Review retroactive calculations for cost-of-living increases and market wage adjustments.
  • Draft salary ordinance amendments and update the City's Salary Ordinance book.
  • Establish pay grades and develop wage and salary schedules.
  • Update and maintain the collective bargaining briefing book.
  • Review and make recommendations for position classifications and conduct salary surveys.
  • Perform salary survey submissions and analysis of survey results.
  • Analyze new positions and reclassification requests for job classification and compensation value.
  • Support the development and maintenance of compensation policies and procedures.
  • Prepare and present reports on compensation data and trends to HR management.
  • Collaborate with the Hiring Division and HR business partners on compensation-related issues.
  • Provide guidance and training to HR and management on compensation matters.
  • Research employee benefits and recommend changes or updates to current plans or policies.
  • Participate in special projects as needed.

Requirements

  • Bachelor's Degree in Finance, Human Resources, Public Administration, Accounting, Mathematics, Business, or related discipline.
  • Three (3) years of experience developing and maintaining salary structures, or an equivalent combination of education and five (5) years of experience.
  • Proficient with Microsoft Office Suite, including Pivot Tables, and XLOOKUP and/or VLOOKUP.
  • Excellent communication skills.
  • Experience with data visualization and analytical tools.

Nice-to-haves

  • Master's degree in Finance, Human Resources, Public Administration, Data Analytics, Accounting, Mathematics, Business, or related discipline.
  • Three (3) years of experience analyzing and interpreting large quantities of data.
  • Three (3) years of experience in performing data reporting/analytics.
  • One (1) year of experience working in a Human Resources office setting.
  • One (1) year of experience in business, financial, and/or economics information management.
  • Prior experience working with Workday.
