About the position

The Compensation and Benefits Analyst position at the City of Syracuse involves assisting in the administration of personnel operations within a municipal department. Responsibilities

  • Assist in the administration of a comprehensive personnel operation in accordance with local policies and regulations.
  • Act as a liaison to management and employees regarding personnel policies and regulations.
  • Interpret terms of negotiated contracts to ensure uniform understanding among employees.
  • Conduct background and data gathering on employee grievances and disciplinary matters.
  • Maintain liaison with the local Civil Service Personnel office for effective merit system administration.
  • Assist in human resource planning based on staffing needs and budget forecasts.
  • Represent the personnel operation administrator at meetings and act on their behalf as necessary.
  • Prepare and compose written reports, including elementary statistics or numerical data.
  • Assist in the administration of training, employee benefits, and affirmative action programs.
  • Supervise clerical employees involved in personnel and payroll functions.
  • Prepare and maintain personnel files and payroll records.

Requirements

  • Bachelor's degree from a regionally accredited or New York State registered college or university.
  • Four years of paraprofessional or professional level work experience, with two years in personnel or human resources management.
