Compliance Officer

About the position

The Compliance Officer for the Oceanside Water Utilities Department is responsible for overseeing the regulatory compliance program related to water and wastewater operations. This role involves ensuring adherence to federal, state, and local regulations, managing compliance issues, and serving as the primary technical expert on environmental compliance matters. The position requires leadership in compliance efforts, supervision of a dedicated team, and collaboration with various stakeholders to maintain environmental standards and improve operational practices.

Responsibilities

• Oversee and coordinate the City's regulatory compliance program.
• Serve as the primary technical expert on environmental compliance regulations.
• Represent the agency to outside regulatory agencies.
• Prepare memos, staff reports, and documentation for regulatory issues.
• Supervise a team focused on environmental compliance and performance monitoring.
• Work closely with laboratory staff and plant operators to enhance reporting and monitoring efforts.
• Attend regulatory and industry conferences to stay updated on compliance requirements.
• Manage compliance issues related to water, wastewater, and industrial waste.

Requirements

• Three years of increasingly responsible regulatory compliance experience in water, wastewater, or environmental laboratory compliance.
• Bachelor's degree in biological science, chemical science, environmental science, environmental policy, engineering, or a related field.
• Knowledge of federal, state, and local regulations affecting water and wastewater operations.
• Ability to read and interpret complex regulations and laboratory reports.
• Experience in negotiating with regulatory agencies and preparing compliance reports.

Nice-to-haves

• Experience in grant administration and writing grant applications.
• Familiarity with environmental management systems and programs.
• Knowledge of basic chemistry, biology, and laboratory protocols.

Benefits

• Competitive salary range of $96,972.00 - $129,936.00 annually.
• 3.5% base salary increase effective 7/8/2024.
