About the position

Kings County Behavioral Health is seeking a dynamic and experienced Compliance Officer to lead and oversee the department's compliance program. This key management position is responsible for ensuring adherence to federal and state laws related to privacy, ethics, and security, as well as the department's standards of conduct. Working under the general direction of the Director of Behavioral Health or their designee, the Compliance Officer will play a critical role in developing and implementing policies, managing resources, and fostering a culture of integrity and accountability. Responsibilities

  • Assumes management responsibility for behavioral health compliance programs, projects, and strategies; develops and coordinates systems, strategies, and standards for evaluating and ensuring continued compliance with federal, state, and local healthcare laws and regulations.
  • Develops, implements, and evaluates, across all systems of care, department policies, procedures, and best practices related to healthcare privacy, safety, and risk assessment that are consistent with mandated laws and regulations.
  • Reviews and analyzes legislation and state and federal regulations and guidelines pertaining to privacy, electronic health records management, and related areas; interprets and analyzes legislative and regulations to determine impacts to programs and operations.
  • Serves and responds as principal point of contact for all governmental investigations and inquiries; investigates alleged regulatory violations or unethical or improper conduct.
  • Works with County Counsel, executive and departmental management, and committees to ensure the County maintains appropriate compliance.
  • Reviews or oversees the review of contracts for compliance with privacy and other regulations and to minimize exposure to risk.
  • Plans, develops, tracks, and directs the implementation of appropriate training programs designed to promote understanding of mandated laws, rules, regulations, and compliance issues.
  • Directs the analysis and evaluation of policies, procedures, and systems governing the operations of Department programs necessary to meet county, state, and federal laws and regulations.
  • Conducts ongoing privacy and compliance audits, including coding audits and risk assessment studies.
  • Cooperates with the Office of Civil Rights (OCR), and other governmental agencies or officers in HIPAA or regulatory investigations.
  • Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services.
  • Serves as a liaison for assigned functions with other County departments, divisions, and outside agencies.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of mental health.
  • Directs the establishment and maintenance of working and official division files.
  • Ensures staff compliance with County and mandated safety rules, regulations, and protocols.

Requirements

  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in behavioral health, healthcare compliance, business or public administration, or a related field.
  • Two (2) years of increasingly responsible experience in healthcare or governmental related compliance program planning, development, and evaluation, including responsibility for conducting compliance related audits and/or investigations.
  • Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.
  • Possession of, or ability to obtain within one (1) year of hire, a valid Healthcare Compliance Certification issued by an entity accredited by the Compliance Certification Board (CCB).
