About the position

The Compliance Program Coordinator is responsible for coordinating, monitoring, and providing administrative services for the Mentor-Protege Program (MPP) and the Small Local Business Enterprise (SLBE) Program. This role is crucial in developing opportunities in County procurement for Capital Improvement Projects (CIP) and SLBE Projects. The incumbent will report directly to the Contracts Compliance Manager and will engage in various essential functions that support the compliance division. Key responsibilities include developing and publishing marketing materials for vendor programs, conducting outreach and mail campaigns for Mentors and Protégés, and distributing program marketing information to stakeholders and the business community. The Coordinator will also review and approve recommended Protégé Cohorts, identify contractors meeting County Pre-qualification requirements, and modify and approve MPP correspondence. Additionally, the role involves scheduling facilities for training and support services, reviewing semi-annual and annual reports, and mediating any issues reported between Mentor and Protégé firms. The Coordinator will assist in monitoring the mentor and protégé participants of MPP projects to ensure compliance with County policies and procedures, analyze monthly reporting documents from mentors, and plan and coordinate workshops. They will also monitor Mentor-Protege Development Plans to assist SLBE protégés in achieving established goals. Participation in outreach events and preparation of presentations for various groups are also part of the role. The Coordinator will conduct one-on-one business coaching meetings with SLBE interested in MPP, assist with the SLBE Certification Process, and track and report mentor-protege results. In addition, the Coordinator will oversee the administration and compliance of capital improvement projects and the Small Local Business Enterprise, communicate with user departments regarding upcoming bids and proposals, and assist SLBE participants seeking contract opportunities. The role requires processing various documentation associated with department operations, monitoring contracts and subcontractor utilization reports, and compiling reports on monthly contracting activities regarding SLBEs and CIPs. The Coordinator will also manage and maintain the Contract Compliance system, enter and update certified vendor information, and attend pre-bid and pre-proposal conferences to explain SLBE program goals and requirements.

Responsibilities

  • Attend outreach events including and involving the SLBE and contractor community and organizations.
  • Prepare presentations for various groups with clear and understandable information according to the audience event.
  • Conduct one-on-one business coaching meetings with SLBE interested in MPP.
  • Assist Contract Compliance Manager with day-to-day tasks and projects.
  • Assist SLBE firms with SLBE Certification Process.
  • Conduct one-on-one follow-ups with mentors and protégés.
  • Track and report mentor-protege results.
  • Serve as an advocate for SLBE vendors throughout the course of construction projects.
  • Assist with Small Local Business Enterprise Program.
  • Assist with the administration and compliance of capital improvement projects and the Small Local Business Enterprise.
  • Communicate with user departments regarding upcoming bids and proposals.
  • Assist with monitoring participation of SLBEs on projects and compiling reports to Manager and Chief Procurement Officer.
  • Assist SLBE participants seeking contract opportunities with Clayton County.

Requirements

  • Bachelor's degree in business or public administration or a related field.
  • Three (3) years of experience in compliance, including one (1) year of lead experience.
  • Equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Designation as a Certified Compliance Administrator certification (CCA) is preferred.
