About the position

The Comptroller - Budget Analyst V position at the Comptroller of Public Accounts involves analyzing financial data, preparing and revising budgets, and providing technical advice on budgetary matters. This role is crucial for ensuring the effective management of the agency's financial resources and supporting the overall mission of the Comptroller's office, which serves as Texas' chief tax collector and accountant.

Responsibilities

  • Analyze trends, track, and project future expenditures and budgetary needs.
  • Review requests for additional funds or resource reallocation, evaluate justification, recommend actions, and answer inquiries on budget/resource related matters.
  • Analyze and examine operating budgets, expenditure patterns, and cost drivers to determine appropriate fund allocation.
  • Review purchase requisitions for accuracy, proper coding, and availability of funds through CAPPS.
  • Monitor and maintain assigned division budget, including tracking personnel actions and expenditures.
  • Prepare monthly forecasts and CAPPS ledger entries, and inform management of budget deviations and issues.
  • Maintain CAPPS, Excel, and other databases of budget data.
  • Assist in the preparation of the Legislative Appropriations Request and annual operating budget.
  • Distribute required reports to division management reflecting spending.
  • Assist with special projects and create ad hoc reports in Excel for management review.

Requirements

  • Bachelor's degree.
  • 5 years of progressive experience preparing, maintaining, and analyzing a complex agency-wide budget or performing financial analyst work at a Texas state agency.
  • 3 years of experience with Centralized Accounting Payroll/Personnel Financials System (CAPPS).

Nice-to-haves

  • Bachelor's degree or higher in Accounting, Finance, Auditing, Business Administration, Public Administration, or a related field.
  • Strong verbal and written communication skills, including complex correspondence and English composition.
  • Experience with Centralized Accounting Payroll/Personnel Human Resources System.
  • Experience with preparation of a state agency Legislative Appropriations Request (LAR).
