About the position

The NGB Comptroller Budget Analyst will support the National Guard Bureau (NGB) team at the NGB HQ (TARC) by providing subject matter expertise in innovation efforts, planning and executing NGB Innovation Competitions, and advocating for innovative initiatives. The role requires establishing networks across various organizations and supporting senior leader engagements related to the innovation ecosystem.

Responsibilities

  • Provide subject matter expertise supporting the National Guard Bureau (NGB) Comptroller's participation in innovation efforts
  • Support planning and execution of NGB Innovation Competitions
  • Advocate for the assessment, experimentation, further development, and implementation of innovative initiatives
  • Establish and maintain networks across military, civilian, academic, and other organizations
  • Conduct engagements and support senior leader engagements related to the innovation ecosystem
  • Manage a planning cycle through a Working Group

Requirements

  • Minimum 10 years OSD, Joint Staff, Service HQ, or National Guard Bureau (NGB) Action Officer experience
  • Retired field grade Army/Air Force (Major/LtCol Rank) Action Officer
  • Experience in analysis, coordination, planning, writing, and presenting at the executive level in senior military organizations
  • Strong communication skills preparing senior military or defense officials for engagements
  • Technical editing skills and strong written and verbal communication skills
  • Familiarity with NGB and Army Templates
  • Experience in DoD innovation activities, working with DoD Innovation organizations (e.g., Arcwerx)
  • Understanding of experimentation events (e.g., RDER)
  • Proficiency in ETMS2 (especially within NGB)
  • Experience offering expert analysis on National Guard financial execution data and trends
  • Experience with integrating financial data from sources of record for accurate reports and dashboards
  • Ability to recommend financial policies or processes based upon knowledge of financial regulations and practices
  • Experience with DoD or Corporate Audit Readiness
  • Active Secret Clearance
  • BA/BS degree
  • MA/MS degree preferred
  • Intermediate Level PME Graduate (Senior Service College Graduate preferred)
  • Familiarity with DoD Innovation and Joint Force Development, Design, and Experimentation enterprises
  • Proficiency in MS Office Suite (Excel, Word, PowerPoint, Teams, SharePoint, etc.)
