About the position

The Comptroller at the Jacksonville Housing Authority is responsible for overseeing and implementing the financial activities of the organization. This role involves ensuring effective budgetary controls, financial analysis, and the management of various financial records and reports. The Comptroller will supervise accounting staff, manage the investment of agency funds, and prepare financial statements for internal and external stakeholders.

Responsibilities

  • Manage the accounting function of the Agency, including day-to-day accounting functions.
  • Develop and implement month-end closing procedures and coordinate closing activities with accounting staff.
  • Maintain YARDI to ensure the general ledger is maintained accurately for final reporting purposes.
  • Review and verify accuracy and completeness of general ledger account balances.
  • Prepare monthly and quarterly financial statements for distribution to management and the Board.
  • Review grant draw down reports and request funds through eLOCCS.
  • Oversee the daily cash management of bank accounts.
  • Prepare year-end audit schedules and work closely with external auditors.
  • Conduct training/information meetings with authority departments regarding accounting processes.
  • Supervise the accounting staff and prepare performance appraisals.

Requirements

  • Bachelor's degree in accounting, finance, business administration or closely related field.
  • Ten (10) years of experience in public or governmental accounting, including five (5) years of progressive supervisory experience.
  • Licensed CPA preferred.
  • Knowledge of governmental accounting and auditing principles, practices, procedures, methods, and theory.
  • Skilled in automated accounting systems and their applications.

Nice-to-haves

  • Experience with LIHTC (Low-Income Housing Tax Credit) accounting.
  • Familiarity with HUD regulations and reporting requirements.
