About the position

The Computer Programmer Analyst II or III position involves professional, technical, and analytical work focused on the research, analysis, and design of complex management information systems, particularly the Tyler Technologies Community Development and Utilities software. The role includes developing specifications for software applications, modifying and maintaining existing software, and providing support and guidance to end users. The position requires considerable consultation with users to understand business requirements and information processing needs.

Responsibilities

  • Develop specifications for complex software programming applications.
  • Customize and standardize modifications and maintenance of existing software.
  • Participate in design and coding activities.
  • Provide active support, guidance, maintenance, and development services to end users.
  • Test and debug programs.
  • Consult with users regarding new or existing business requirements and information processing needs.

Requirements

  • Bachelor's degree.
  • 2 to 5 years of experience in computer programming and business analysis, requirements gathering, and process flow documentation.
  • Experience with programming and development of Tyler Technologies suite of community development applications and utility billing.
  • Proficient in multiple programming languages such as Javascript, Python, HTML, CSS, .NET, C#, or PHP.
  • Proficient in SQL for Microsoft SQL Server, Oracle, or db2 query and working with large datasets.
  • Knowledge of API, ETL, and interface concepts.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • At the Computer Programmer Analyst III level, at least four years of experience in programming or systems analysis with six months of supervisory experience.

Nice-to-haves

  • 3 to 5 years of professional work experience as a technical subject matter expert in the Tyler Community Development and Utilities environment.
  • Related work experience in a government business setting.
  • Ability to plan, schedule, and perform work to meet deadlines and organizational goals.
  • Ability to work under stressful conditions and persevere on long technical projects.
  • Ability to work efficiently and effectively in a team.
