About the position

The COMSEC Custodian/Special Device Inventory Manager (OCONUS) at GLOTECH, Inc. is responsible for managing the receipt, storage, and transfer of COMSEC equipment and special access control devices for military clients. This role involves training personnel, conducting inventories, and ensuring compliance with security protocols while deployed in an OCONUS location. The position requires an active Secret government clearance and entails significant responsibilities in safeguarding sensitive materials and providing technical support.

Responsibilities

  • Perform receipt, temporary storage, and transfer services for COMSEC equipment and special access control devices.
  • Train FMS host nation personnel in custodianship and operation of DoD-provided equipment.
  • Conduct periodic inventories and inspections of COMSEC equipment and materials.
  • Safeguard and distribute special devices and materials to work locations.
  • Address obsolescence and facilitate repair or disposal of equipment.
  • Provide installation support and troubleshooting for systems and devices.
  • Compile and submit inventory reports to relevant U.S. agencies.
  • Update inventory status at COCOM meetings.
  • Submit transfer, destruction, and possession reports as required.
  • Serve as a liaison between host country and controlling authorities.
  • Coordinate with ODC for repair or replacement of faulty equipment.
  • Provide subject matter expertise for technical investigations.
  • Attend training or conferences to stay updated on COMSEC policies.
  • Provide training and technical support to OCONUS personnel.
  • Participate in stakeholder meetings and draft meeting minutes.
  • Keep informed of new requirements or modifications from USG agencies.
  • Provide Trip Reports for travel related to COMSEC meetings.
  • Develop and maintain a Distribution Plan for keying material control.
  • Provide necessary equipment for COMSEC-related tasks.
  • Adhere to U.S. DoD policies and security procedures.

Requirements

  • Minimum of a High School Diploma and 5+ years of relevant COMSEC support and/or industrial security experience.
  • Must possess and maintain at least a DoD Secret clearance with the ability to obtain a Top Secret/Sensitive Compartmented Information clearance if required.
  • Working knowledge of the National Industrial Security Program Operating Manual (NISPOM) and relevant DoD security guidance.
  • Ability to implement/manage industrial security processes and best practice standards.
  • Capability to interpret and administer security doctrine and provide guidance to personnel.
  • Aptitude to develop and establish an effective security awareness and training program.
  • Ability to track and conduct COMSEC material inventories.
  • Ability to maintain lock & key records and conduct physical security walkthroughs.
  • Ability to investigate and report suspicious occurrences and coordinate with security management.
  • Ability to issue employee identification cards and maintain related records.
  • Basic knowledge of processing personnel for security clearances.
  • Ability to conduct security briefings and debriefings as appropriate.
  • Ability to support Defense Security Service (DSS) assessments.
  • Strong communication skills to maintain relationships with customers.
  • Ability to compile data and provide necessary metrics.

  • Intermediary Application (iApp) experience
  • Experience building cables for audio systems
  • Navy C school electronics training or similar
  • Familiar with system checkouts on board ships and Navy shore stations
  • CRO for type 1 Crypto
  • Level 1 Board level Maintenance experience
  • A self-starter who requires minimal supervision
