About the position

The Condo Assessor position at the NYC Department of Finance involves valuing and assessing properties, particularly condominiums, to ensure fair and equitable property tax collection. The role requires technical proficiency in assessment valuation and analysis, as well as the ability to learn various aspects of assessment administration. The selected candidate will conduct field inspections, analyze property data, and prepare documentation to support assessments, all while providing exceptional customer service.

Responsibilities

  • Performing field inspections.
  • Collecting data on each parcel assigned, including new buildings, alterations, demolitions, and map changes.
  • Analyzing income and expense data, leases, and construction costs.
  • Interpreting maps, surveys, building plans, drawings, and photographs to determine value.
  • Prepare required documentation to support and justify assessments at the administrative appeal level.
  • Reviewing valuations with emphasis on condominiums and residential properties.
  • Researching, reviewing, and processing condominium amendments and condo apportionments.
  • Researching and reviewing condominium declarations and amendments.
  • Quality controlling condominium descriptive data errors via reports.
  • Assisting the manager and supervisor in training assessing staff in all matters related to condominiums.
  • Assisting in processing remissions requested by the Law Department, Tax Commission, Courts, and Department of Finance administration.
  • Providing Law Department tax projections based on various tax reduction scenarios.
  • Calculating and/or verifying transitional assessments and maximum permissible assessments (MPA).

Requirements

  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in real estate work involving the valuation of real property.
  • An associate degree or 60 semester credits from an accredited college or university and three years of satisfactory full-time experience in real estate work involving the valuation of real property.
  • A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in real estate involving the valuation of real property.
  • Education and/or experience equivalent to the above, with at least a four-year high school diploma or its educational equivalent and at least two years of satisfactory full-time related experience.
