The Confidential Human Resources Generalist position is a vital role within the Human Resources department, responsible for providing a variety of confidential, administrative, and professional-level work related to human resources services and programs. This position operates under the direction of an assigned supervisor or manager and is involved in special projects as assigned. The role encompasses a wide range of responsibilities, including employment, recruitment and selection, labor relations and negotiations, employee discipline, equal employment opportunity, human resources information systems, and classification and compensation. In this position, the Generalist will advise managers, supervisors, and employees on policies, processes, and procedures related to employment and recruitment matters. This includes job classification, compensation, performance management, workforce planning, and human resources information processes. The Generalist will interpret and explain human resources issues, policies, and procedures to various stakeholders, including employees, management, outside agencies, and the public. Additionally, the role involves assisting in the development and improvement of human resources programs and policies in compliance with collective bargaining agreements and legal requirements. The Generalist will also analyze various types of information related to recruitment and employment, preparing reports, charts, and statistical data. Monitoring and documenting human resources information systems transactions is another key responsibility, ensuring proper interfacing with benefits, information technology, and payroll functions. The role requires collecting and analyzing data on human resources practices and making recommendations for operational improvements. Furthermore, the Generalist will prepare and conduct training sessions for staff on human resources matters and assist with employee professional development activities. Support for collective bargaining negotiation activities is also part of the role, including research related to salary and benefits analyses and drafting collective bargaining proposals. The Generalist will perform job audits, analyze position reclassifications, and assist with job studies and compensation studies, making recommendations based on data analysis.
