About the position

The Honolulu Authority for Rapid Transportation (HART) is a semi-autonomous agency responsible for the design and construction of Hawaii's largest infrastructure project, which includes the nation's first fully-automated rail transit system. The agency is currently engaged in significant work to extend the rail system past the Daniel K. Inouye International Airport and into downtown Honolulu, covering an 18.9-mile fixed-guideway rail system with 19 stations. HART is seeking a Configuration and Asset Manager (CAM) to join its Quality Assurance and Quality Controls Team. This role is pivotal in implementing the Configuration Management Plan (CMP) and Quality Management Plan (QMP) for HART, ensuring compliance with Federal Transit Administration (FTA) mandated Project and Construction Management guidelines. The CAM will provide professional, technical, and leadership assistance to the Director of Quality Assurance (DQA) in assessing compliance with configuration, asset, quality, and contract requirements. The position requires a strong focus on configuration control expertise, ensuring that all functional and physical characteristics of fixed facilities, equipment, vehicles, and systems are documented and any changes are properly evaluated and authorized. The CAM will also be responsible for tracking and monitoring capital assets, ensuring that all necessary information is current, accurate, and readily available in accordance with FTA requirements. Responsibilities

  • Confirm the functional and physical characteristics of fixed facilities, equipment, vehicles, and systems are identified and documented.
  • Evaluate and authorize any changes to ensure alignment with government regulatory requirements within the CMP and QMP.
  • Track, monitor, and ensure that all information/data necessary to manage capital assets is current and accurate.
  • Develop requirements and monitor the performance of the configuration management and asset operating plans & procedures.
  • Participate in the preparation of contract provisions for future contract solicitations and review provisions as a Subject Matter Expert.
  • Oversee the design, documentation, and implementation of departmental business strategies and management tools related to asset design and installation.

Requirements

  • Bachelor's Degree in Engineering, Construction Management, Project Management, or a related field.
  • 10+ years of project management experience on large transportation infrastructure projects.
  • Certified Configuration Manager and/or 5+ years of verifiable experience as a Configuration or Project Manager on high volume construction projects.
  • At least one year of demonstrated use of root cause corrective action or systematic problem solving experience.
  • Proficient with MS Office applications: Word, Excel, and PowerPoint.
