About the position

The Configuration Change Manager will oversee a team responsible for managing changes in contract actions from identification to completion. This role involves monitoring Engineering Change Proposals, coordinating with various departments, and ensuring efficient processes for change management in shipbuilding projects.

Responsibilities

  • Plan, organize, and direct the efforts of a team engaged in processing changes from initial identification to completion.
  • Monitor and process Engineering Change Proposals, funding, waivers, and deviations, providing reports to the Program Managers Representative (PMR).
  • Participate in Configuration Control Board meetings to monitor and track configuration changes.
  • Create reports to assist the PMR in managing change funding.
  • Implement and coordinate the Waterfront Change Process by preparing Independent Government Estimates (IGE) and creating statements of work.
  • Define scope to the contractor and provide accountability for funds expended.
  • Identify and implement innovative alternatives to improve process efficiency.
  • Provide business analysis of change processes and funds management to support the PMR in project office operations.
  • Create purchase request documents in Enterprise Resource Plan (ERP) to initiate funding commitments.
  • Coordinate contract changes among Program Office managers, Project Office managers, and waterfront personnel.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • At least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector.

Nice-to-haves

  • Experience in shipbuilding projects or programs.
  • Knowledge of federal contracting regulations and procedures.
