About the position

The Configuration & Change Manager will serve as the Subject Matter Expert (SME) responsible for leading and supporting all aspects of Configuration and Change Management processes. This role is critical in refining and maintaining the technical baseline of the activity's IT systems. The Configuration/Change Manager will develop comprehensive documentation and implement detailed plans for configuration and change control of IT programs, projects, and tasks, ensuring appropriate interfaces with other relevant processes. This position requires a proactive approach to conduct assessments and actively monitor the IT environment for compliance with established Change and Configuration management plans. The manager will also review the effectiveness and efficiency of these processes to facilitate continuous improvement. In this role, the Configuration/Change Manager will be responsible for leading design reviews, configuration audits, and evaluations of products to ensure proper identification, control, and status accounting of a baseline for all IT systems. The manager will enforce compliance with government policies and procedures while ensuring quality control. A key aspect of this position is to regulate the change process, ensuring that only approved and validated changes are incorporated into the IT environment. The manager will also be tasked with identifying and maintaining the original configuration of requirements, design, software, hardware, and related documentation. The successful candidate will possess an in-depth understanding of IT and business requirements, with the ability to lead the development, testing, and deployment of improvements and updated workflows based on these requirements. The Configuration/Change Manager will communicate risks and opportunities to the IT Team and Management effectively. Additionally, the manager will develop training materials and execute training on Configuration and Change Management principles, policies, standards, and procedures to drive adoption and adherence across the enterprise. This role also supports Information Assurance through effective management of configurations for Information Systems (IS) to enable security and risk management, establishing and maintaining IT Configuration Items (CIs).

Responsibilities

Requirements

  • 7 or more years' experience in implementing and leading configuration and change control management.
  • 7 or more years' experience in leading design reviews, configuration audits, and evaluations of products.
  • 7 or more years of experience enforcing compliance with government policies and procedures.
  • Demonstrated experience in regulating the change process for IT environments.
  • In-depth understanding of IT and business requirements with the ability to lead development and deployment of improvements.
  • Proven ability to identify and communicate risks and opportunities to the IT Team and Management.
  • Demonstrated experience developing materials and executing training on C/CM principles and policies.
  • Experience in support of Information Assurance through effective management of configurations for Information Systems.
  • Proven ability in establishing, managing, and maintaining IT Configuration Items (CIs).
  • Bachelor's degree from an accredited University or ITIL v.4 Certification.

Nice-to-haves

  • Excellent knowledge in Agile frameworks (SAFe), Software Development, and Project Management.
  • Configuration Management Certification (NDIA, CMII, or CMPIC).
  • Certified Change Management Professional (CCMP).
