About the position

The Configuration/Change Manager at Eastern Shipbuilding Group Inc. is responsible for overseeing the management of changes and configuration within the organization. This role includes the preparation and maintenance of essential documents such as the Configuration Status Report (CSR), Physical Configuration Audit (PCA), Master Equipment List (MEL), and the Configuration Management (CM) Plan. The position requires a proactive approach to identify and collaborate with key stakeholders, including the Contracting Officer, Technical Director, Program Manager, and Deputy Program Manager, to address new changes and ensure compliance with contract execution. The Configuration/Change Manager will also be tasked with developing unsolicited change proposals related to Diminishing Manufacturing Sources and Material Shortages (DMSMS) for submission to the U.S. Coast Guard (USCG). This includes managing all value engineering change proposals (VECPs) and Class 1 Engineering Change Proposals (ECPs) requested from the USCG. The role demands a thorough understanding of the company's Allocated Baseline and the ability to report its status to the Integrated Logistics Support (ILS) Manager. In addition to these responsibilities, the Configuration/Change Manager will develop and implement Configuration Management processes that meet both internal and external customer requirements. This includes conducting training on change management and data management systems, reviewing and approving documents to ensure compliance with configuration requirements, and tracking key configuration items. The position also involves running and managing multi-system integrated product teams (IPTs) and ensuring that quality deliverables are submitted in accordance with contract requirements. The role requires regular attendance and the ability to work flexible hours, including overtime, weekends, and holidays, as needed. The Configuration/Change Manager will directly and/or indirectly supervise employees assigned to Configuration and Change, ensuring that all duties are performed effectively and efficiently.

Responsibilities

  • Manage Changes and Configuration including Configuration Status Report (CSR), Physical Configuration Audit (PCA), Master Equipment List (MEL), and Configuration Management (CM) Plan.
  • Identify and collaborate with the Contracting Officer, Technical Director, Program Manager, and Deputy Program Manager on new changes.
  • Review contracts and work with production on changes and areas requiring deviation or Request for Equitable Adjustments (REA).
  • Develop unsolicited change proposals related to Diminishing Manufacturing Sources and Material Shortages (DMSMS) for submission to the USCG.
  • Manage all value engineering change proposals (VECPs) and Class 1 ECPs requested from USCG.
  • Report the status of the Company's Allocated Baseline to the ILS Manager.
  • Develop and implement Configuration Management processes to comply with internal and external customer requirements.
  • Conduct training on change management and data management systems & tools.
  • Review and approve documents to ensure compliance with company configuration requirements.
  • Track Allocated Baseline artifacts from the Configuration Management Plan (CMP).
  • Assist in drafting materials for USCG reviews.
  • Run and manage multi-system integrated product teams (IPTs) and conduct extensive reviews of various reports and documents.
  • Direct and coordinate with project stakeholders to ensure quality deliverables are submitted, controlled, and maintained in accordance with contract requirements.
  • Create and control workflows to ensure data is properly updated and approved on the company's Integrated Data Environment (IDE).
  • Perform other duties as instructed.

Requirements

  • 5 or more years providing coordinator support in Project Planning, Analytics, and Contracts required.
  • BA/BS Degree in Business Administration, Management, Construction, or Engineering, or equivalent combination of education and experience.
  • Experience in USCG/DOD/U.S. Navy or other government environments, particularly in providing program and administrative support to senior-level management.
  • Configuration Management certification from an accredited institution or relevant CM work experience.
  • Excellent written and verbal communication skills with the ability to effectively present information and respond to questions from senior management, employees, government officials, and the public.
  • Experience with Product Life-Cycle Management or Configuration Management (CM) databases, either as a user or administrator.
  • Experience with writing or developing Engineering Change Proposals for the Department of Defense or Department of Homeland Security.
  • Bill of Material (BOM) and/or Product Baseline management experience.

Nice-to-haves

  • Ability to interpret engineering drawings to develop ILS and CM products.
  • Advanced-level Microsoft Suite experience including Word, Excel, and PowerPoint, and a working knowledge of various web-based design and collaboration tools.
  • Ability to rapidly obtain, sort, filter, and analyze large volumes of data for distillation into high-level reports.
  • Ability to work in a highly technical and fast-paced design and construction program environment.
  • Ability to multitask and work on multiple projects simultaneously.
  • Ability to work both independently and as part of a team.
