Then you may be a great candidate to be the Construction and Maintenance Manager in Metro's garbage and recycling department. The Construction and Maintenance Manager position is a part of Metro's Waste Prevention and Environmental Services (WPES) department, which manages garbage and recycling within the region, uses education and policy to reduce waste and minimize the effects of garbage and recycling on people and the environment, and operates and stewards Metro's garbage and recycling facilities safely and efficiently. This position is responsible for three key functions: leading and developing the Facilities team, managing maintenance and construction for five garbage and recycling facilities, and coordinating with internal and external partners - all while actively demonstrating Metro values and acting to improve racial equity. This position supervises three direct reports (two Construction Project Managers and a Maintenance Supervisor) and provides leadership for a total of 9 employees in the work group. The Construction and Maintenance Manager is responsible for overseeing maintenance and capital improvements at Metro's garbage and recycling facilities and equipment. The Facilities team typically manages small- to medium-scale projects which consist of mostly repairs and existing system replacements. The Construction and Maintenance Manager will coordinate with another team on larger-scale projects and new construction. The WPES facility portfolio includes five owned or leased properties, including three industrial facilities. The Facilities team coordinates maintenance for electrical, HVAC, security camera, telecommunications, stationary and mobile heavy equipment, stormwater treatment, methane extraction and mitigation systems. The Construction and Maintenance Manager will work closely with the onsite operational managers at each facility. WPES is committed to leading with equity in everything we do. Responsibilities

  • Foster a respectful, inclusive team culture in a developing team that works at multiple locations.
  • Develop and supervise employees, including hiring, training, coaching/mentoring, supporting employee growth and development, setting job duties and work assignments, establishing goals, coordinating employees' work, and managing employee performance.
  • Ensure safe maintenance and repair activities.
  • Prioritize projects that advance equity and increase worker safety, health, and wellness.
  • Prepare goals and workplan for the WPES Facilities team; ensure that goals are met and projects are completed in a timely fashion, that appropriate stakeholders are engaged in projects and planning, and that stakeholders receive appropriate communication about goals and projects.
  • Oversee the WPES Facilities team's procurement and contract administration to ensure compliance with contract requirements and equitable opportunities.
  • Prepare, review, and edit scopes of work, specifications, bid documents and contracts.
  • Evaluate quotations and bids, select vendors.
  • Establish and nurture constructive, collaborative relationships with other Metro employees, managers, and leadership.
  • Coordinate the work of professional architects, engineers, and technicians for the development of drawings and specifications.
  • Supervise regular on-site construction management services.
  • Develop and maintain an asset management program for WPES facilities, including preventative maintenance schedules, repair and replacement of facilities and equipment, maintenance prioritization, and record keeping.
  • Develop and implement the team's budget; monitors and controls expenditures for maintenance operating budgets and construction projects.
  • Participate in the Capital Improvement Plan development, recommend project priority, and prepare cost estimates.
  • Implement Metro's diversity, equity, and inclusion strategies as visible and meaningful components in projects and prioritization.
  • Become proficient in the use of Asset Essentials asset management software or other similar agency tools to track and manage WPES capital assets.
  • Ensure compliance with all federal, state, local and Metro regulations, laws, and rules.

Requirements

  • Bachelor's degree in engineering, construction management, or a related field; AND Five (5) years leading or supervising people; AND Two years construction project management, maintenance, or related experience; OR Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities.
  • Valid Oregon Driver's License
  • Strong interpersonal and employee leadership skills with a commitment for ongoing learning and training.
  • Adept ability to navigate complex and/or public sector purchasing/procurement and contract management.
  • Excellent ability to communicate simple and complex information to diverse audiences, verbally and in writing.
  • A human-centered leader that focuses on relationship building skills, empathy, customer service, problem solving, and negotiation.
  • Ability to collaborate with and balance competing priorities of clients and stakeholders, including site operators, department and agency leaders, elected officials, and contractors.
  • Proven ability, knowledge and experience in complex construction project management.
  • Ability to identify deficiencies in the facility and develop solutions that center the needs of workers and the general public.
  • Ability to create preventative maintenance strategies, tactics, and supporting systems.
  • Knowledge of applicable codes and regulations.
  • Ability to review and evaluate quality of staff and contractors' work and to recommend repair or modification to ensure work is performed to the expected standard.
  • Ability to use good judgment and make sound decisions in a fast-paced environment and for multiple facilities.
  • Experience and knowledge of sustainable and green practices (e.g., energy efficiency, water conservation, sustainable storm water management, etc.).
  • Ability to create accurate and detailed cost estimates for complex construction projects.
  • Proficiency in software use with programs such as; Microsoft Suite including Teams and Excel, SharePoint; SmartSheets/other project management software, Asset Essentials, AutoCad, and Adobe Pro.
  • Ability to read and review architectural blueprints and technical specifications.

Nice-to-haves

  • Certification as Project Management Professional (PMP), Certified Facility Manager (CMP), Facility Management Professional (FMP), and/or Strategy Management Professional (SMP).
  • Experience managing public (government) facilities and employees, including managing union-represented employees.
  • Direct experience in the solid waste industry and/or the region's solid waste system.
  • Experience with construction permitting.
  • Understanding of environmental concerns and regulations.
  • Experience with trauma informed care and/or culturally responsive leadership.
  • Ability to evaluate programs through a racial equity lens or framework.
  • Experience shepherding high-value public projects that may be politically charged.
  • Language skills in addition to English, such as Spanish, Vietnamese, or Russian.
