About the position

Armand Corporation, an award-winning M/WBE Construction Management firm with over 33 years of experience in the industry, is seeking a full-time Construction Change Manager for a federal construction project focused on complex rail, transit, and other transportation projects in New York and New Jersey. The ideal candidate will have a robust background in construction accounting, specifically in the processing of change orders, and will be responsible for overseeing the entire change order process. This position requires a strong understanding of contract documents and the ability to provide administrative support to the senior contract administrator and construction team. The role is full-time and on-site, and candidates are expected to reside in or near the New York metropolitan area. In this role, the Construction Change Manager will ensure the proper maintenance and delivery of change order forms to the appropriate personnel, following approved Change Order procedures. The manager will identify, analyze, clarify, resolve, negotiate, and process change orders while maintaining change logs that track pending changes, probable changes, and authorized Change Orders. Additionally, the manager will provide cost and engineering estimating services to review and recommend actions regarding Design-Build change requests, value engineering change proposals, claims, and provisional sum work. This includes determining merit, evaluating and estimating the level of effort for hours and costs, and negotiating with contractors to document Findings of Facts and Records of Negotiation. The Construction Change Manager will also prepare independent estimates on change proposals and new directives, recommending equitable adjustments per contract specifications and requirements. Supporting quantitative risk analysis and cost forecasting activities will be essential, as well as preparing rough order of magnitude estimates when necessary. The ideal candidate will possess strong written and verbal communication skills, enabling effective collaboration with various stakeholders throughout the project.

Responsibilities

  • Oversee the processing of change orders and associated revisions to Design-Build Contract documents.
  • Ensure proper maintenance and delivery of change order forms to proper personnel.
  • Provide administrative contract support to the senior contract administrator and construction team for accurate and timely change order production.
  • Follow approved Change Order procedures in identifying, analyzing, clarifying, resolving, negotiating, and processing change orders.
  • Maintain change logs that identify pending changes, probable changes, changes in the change order process, and authorized Change Orders.
  • Provide cost and engineering estimating services to review and recommend action regarding Design-Build change requests, value engineering change proposals, claims, and provisional sum work.
  • Determine merit, evaluating and estimating level of effort for hours and costs, negotiating with the contractor, and writing up Findings of Facts and Records of Negotiation.
  • Prepare independent estimates on change proposals and new directives, recommending equitable adjustments per contract specifications and requirements.

Requirements

  • Bachelor's Degree in Construction, Engineering, or related field required; advanced degree is a plus.
  • Minimum of 10 years of full-time experience in construction accounting relating to the processing of change orders.
  • Prior experience with rail, tunnel, structural, station, or soil projects is preferred.
  • Ability to pass a TWIC and/or SWAC Background Check at High Level.
  • Strong written and verbal communication skills.
