About the position

RK&K is seeking a Construction Manager to oversee construction projects for clients, primarily focusing on PennDOT Districts 5 & 8 and the PA Turnpike. The role involves managing project elements as an owner's representative, ensuring compliance with contracts, and providing technical guidance to clients. The Construction Manager will also be responsible for tracking project schedules, financial information, and conducting various project meetings to ensure successful project delivery.

Responsibilities

  • Manage assigned elements of projects as an owner's representative to ensure contract compliance
  • Serve as a communication liaison between field staff, contractor, design team, federal and state agencies, and citizens
  • Review and understand the project plans, contract documents, specifications and standards
  • Provide technical guidance to the client and ensure the final product is quality work
  • Provide thorough constructability reviews for projects at 30%, 60%, and 90% design
  • Update and track financial information including cost projections for projects
  • Make recommendations related to partial and final contractor payments
  • Prepare and conduct entitlement determinations, independent cost estimates, time impact recommendations and documentation related to project change orders
  • Track project schedule and make recommendations
  • Conduct project meetings including preconstruction meetings, utility coordination meetings, progress meetings and pre-activity meetings
  • Prepare project management correspondence and review recommendations made by project staff
  • Manage the Project Close-out process, including as-builts, final quantities and final acceptance
  • Focus attention on the success of key project elements: Safety & Environmental, Quality, Schedule and Cost
  • Interact and build relationships

Requirements

  • A minimum of seven (7) years of experience managing heavy civil infrastructure construction
  • Experience providing construction inspection or construction management
  • PennDOT experience (preferred) or Federal, municipal, or other DOT experience
  • Construction management experience in roadway, utilities, and structures
  • Ability to read & interpret roadway plans & specifications
  • Understanding of contractor means & methods and materials
  • Understanding of QA/QC development and execution process
  • Understanding RFI and Submittal Processes
  • Experience running project meetings and developing meeting minutes
  • Familiarity with interpreting contract specifications, standards, etc
  • Functional computer usage including familiarity with ECMS, PPCC, and Microsoft Office suite software
  • Acceptable driving record
  • Knowledge and understanding of project controls (CPM scheduling, cost estimating, claim analysis)

Nice-to-haves

  • B.S. or M.S. in Civil Engineering or related field
  • Certified Construction Manager (CCM)
  • NICET Level 3 or higher in Transportation / Highway Construction
  • E.I.T. or P.E. license
  • Contractor, Inspection, or Management experience on PennDOT projects
