The T5 Program, awarded by the Federal Aviation Administration (FAA) to Parsons, is a significant contract valued at over $1.8 billion, with a base period of four years and two additional three-year options. This program encompasses a variety of activities that support the FAA's Capital Investment Plan (CIP), the NextGen Program, national security initiatives, and aviation safety. The work involves site selection, engineering, construction, environmental safety, equipment installation, and other technical services across the nation, including FAA's nine regions and various U.S. territories. As a key player in this program, you will manage multiple small projects or subtasks of larger projects under the guidance of the Regional Program Manager. Your role will involve directing and coordinating internal resources and subcontractor activities, ensuring compliance with project specifications and client procedures. You will serve as the primary point of contact for all project activities, requiring periodic travel to job sites and client offices for meetings. Your responsibilities will include planning and implementing all aspects of assigned projects, developing scope of work documents, budgets, schedules, and project implementation plans. You will collaborate with the client’s project management team to ensure high-quality deliverables and monitor project progress against established schedules and budgets. Additionally, you will establish safety plans, promote safety policies, and chair regular job meetings with stakeholders, ensuring effective communication and documentation throughout the project lifecycle. This position is integral to the success of the T5 Program and offers a unique opportunity to contribute to critical aviation projects.

Responsibilities

  • Manage all activities for multiple small projects or subtasks of larger projects in accordance with the approved Work Release Plan.
  • Develop scope of work (SOW) documents, budgets, schedules, and project implementation plans for assigned work.
  • Coordinate project requirements with the client project management team to ensure delivery of high-quality project deliverables.
  • Collaborate with the Regional Program Manager to establish project schedules and budgets, monitoring progress in meeting requirements.
  • Develop project documents, processes, and procedures required to support quality control and final project deliverables.
  • Estimate the number of hours required for successful completion of project tasks.
  • Anticipate project staffing needs and collaborate with the Regional Program Manager to identify and select available personnel.
  • Establish a project safety plan and ensure communication to all employees on the job site.
  • Promote and support safety policies, monitoring the job site for good safety practices.
  • Collaborate with procurement staff for acquisition of qualified vendors for supply support or onsite tasks as required.
  • Plan materials requirements, identify long lead items, and coordinate supply support for field teams with purchasing staff.
  • Chair regular job meetings with project stakeholders and prepare summaries of project progress and pending issues for clients and management.
  • Submit routine reports to clients and respond to client issues and expectations.
  • Negotiate changes to the scope of work with clients and subcontractors.
  • Review bid documents and assist with bidder solicitation activities.
  • Document and execute changes in the scope of the project.
  • Anticipate problems and work with clients, architects/engineers, subcontractors, and management to implement corrective actions.
  • Maintain accurate documentation of job progress through daily logs and other reports.

Requirements

  • Bachelor's degree in a technical or construction-related field (or equivalent).
  • 5+ years of related work experience is required.
  • Proven experience managing construction projects.
  • Proven ability to perform in a management capacity.
  • Excellent written and oral communication skills.
  • Thorough knowledge of industry practices and regulations.
  • Familiarity with Microsoft Office programs, Microsoft SharePoint, Microsoft Project, and other standard industry software packages.
  • Competency in establishing and tracking project budgets.
  • Demonstrated ability to take initiative and work independently with minimal supervision.
  • Highly receptive to new information and feedback, with a demonstrated ability to quickly grasp and apply new concepts and skills.
  • Exhibits a positive attitude towards learning and continuous improvement.
  • Must be able to meet customer security requirements.
